(CNN) -- An unmanned NASA-contracted rocket exploded early Tuesday evening along the eastern Virginia coast, causing a huge fireball but no apparent deaths.

According to NASA, the Orbital Sciences Corp.'s Antares rocket and Cygnus cargo spacecraft were set to launch at 6:22 p.m. ET from the Wallops Flight Facility along the Atlantic Ocean. It was set to carry some 5,000 pounds of supplies and experiments to the International Space Station.

"There was failure on launch," NASA spokesman Jay Bolden said. "There was no indicated loss of life."

Bolden added, "There was significant property and vehicle damage. Mission control is trying to assess what went wrong."

US Secretary of State John Kerry has warned Russia that it will break international agreements if it recognises an election planned by separatist rebels in eastern Ukraine.

The self-declared republics of Donetsk and Luhansk plan to elect regional leaders and parliaments on Sunday.

Moscow has already said it intends to recognise the result of the ballot.

Ukrainian President Petro Poroshenko argues that the polls threaten the peace process with Kiev.

India to supply Vietnam with naval vessels amid China disputes

(Reuters) - India will soon be supplying naval vessels to Vietnam, Prime Minister Narendra Modi said on Tuesday, the first significant military transfer to Hanoi at a time when it is embroiled in a territorial dispute with China.

The announcement came after Modi held talks with his visiting Vietnamese counterpart, Nguyen Tan Dung, during which the two sides agreed to modernize the Vietnamese military as well as raise Indian involvement in Vietnam's energy sector.

路透新德里 – 印度总理莫迪周二表示，印度将向越南提供军舰，这是印度在与中国卷入领土纷争之后的第一个军事转移举措。

Venezuelan President Nicolas Maduro announced on Monday that he would conduct a thorough "purge" of the country's police force.

The president said police officers had taken part in the murder of governing party lawmaker Robert Serra this month.

Mr Maduro said he would name a presidential commission to "revolutionise the police" and "fix everything that's wrong" with it.

Mr Serra was found stabbed to death at his home in Caracas on 1 October.

委内瑞拉总统马杜罗（Nicolas Maduro）于当地时间周一宣布，他将对国内警察机关进行一次彻底清查。

马杜罗表示本月初有警察参与谋杀执政党国会议员罗伯特·塞拉（Robert Serra）。

马杜罗称，他将成立一个“总统委员会”，“以便彻底变革警察内部，拨乱反正”。

本月1号塞拉在他加拉加斯的家中被刺杀身亡。
