    汉朝的时候，卜式替武帝牧羊，过来一年多，羊就长得肥肥壮壮的，繁殖率也很高。武帝就问他牧羊的办法，卜式以羊群生活要有秩序，好羊劣羊要分开为言：“以时起居，恶者辄去，毋令败群。”这道理，不但适用于牧羊，“治民亦犹是也”（《汉书·卜式传》）。

    耶稣也曾经把万民比作羊群。在《圣经·新约-马太福音》第25章第32节：And before him shall be gathered all nations; and he shall separate them one from another, as a shepherd divideth his sheep from the goats.（万民要聚集在他（上帝之子）面前。他会把人们分成两群，好像牧羊人分别绵羊（sheep）、山羊（goats）一样”。）山羊由于性情凶暴，所以，西方相传山羊是魔鬼创造的。另一方面，绵羊由于性情温顺，所以，成了纯洁的象征。因此，现在人们常常引用 separate the sheep from the goats （把绵羊、山羊分开）这句话，表示把及格和不及格的人分开，或分辨好人、坏人。
