漢堡是德國北部重要的工業中心、航運樞紐。在漢堡，易北河和阿爾斯特湖是決定城市面貌的兩個重要因素，沒有哪個德國城市比漢堡更能體現出城市建設與水、船運和港口之間的密切聯系。在阿爾斯特湖南岸，華麗的住宅、商務樓、購物中心、博物館和酒店建築，組成了漢堡的市中心；而距此不遠的易北河畔的凱回頭及旺拉姆區卻在100多年前被拆遷，讓位給碼頭和倉庫建築。當時遷出該區的市民超過2萬人。現在，隨著港口新城的建設，漢堡的市中心又回到了這個地區，回到了漢堡的搖籃——易北河邊。

 

 

　　在這塊距離市政廳只有10 min步行路程、面積爲155 hm●2的區域內，將建設壹個嶄新的城區，使市中心區的面積擴大40%。漢堡市前市長福舍勞博士（Henning Voscherau）于1997年宣布了港口新城的建設構想，成爲近年來漢堡做出的對城市發展具有深刻影響的曆史性決策之壹。

 

　　面對歐洲各大城市之間的競爭進壹步加劇，對壹個城市來說，其中心區對居民、就業人員和來訪的遊客是否具有吸引力，日益成爲壹個重要的因素。港口新城將成爲壹個把居住、休閑、旅遊、商業和服務業結合在壹起、具有水上特色的、富有現代氣息的新型城區。漢堡已經吸引了衆多國際、國內的企業落戶，每年還有幾百萬旅遊者來到漢堡，而在不久的將來，港口新城將給漢堡增添壹道新的亮麗的風景線。

 

　　2000年，爲港口新城規劃舉行了國際招標，並在此基礎上制定了總體規劃。規劃總圖對新區城市建設的構架、開發的總體目標做出了明確的規定，即在和現有城市風格相融合的同時，充分利用近水的優勢，遵循可持續發展和生態保護的原則，建設高標准的城市建築和公共活動場所。

 

　　目前已有壹系列開發和建設項目開始實施。2000年在原倉庫鍋爐房建築內設立了港口新城資訊中心。
