Nowadays because of natural disasters ,undeveloped economy or wars，there are many people especially in third-world countries who need to be helped. It is believed that giving aids to these sufferers,no matter where they are, is necessary for charitable organizations. While others think such organizations should focus on helping locals.                                                                     老段雅思

It is well known that charity organizations aim to support people in great need no matter they are locals or foreigners. If they just care about how well locals live and ignore disasters in neighbor countries, it is against the duty of charity organizations and leads to loss of morality. In addition,some countries are stricken with famine ,huge flooding and wars and solving these problems by themselves seems unlikely. So these organizations can use its great fund and technology to provide cans，fresh water and construct shelter. It there is no aids to these people in need, most of them may die from hunger and diseases.        老段雅思                             

However, other people disagree with this view and believe locals are the only targets to give aids. There is no denying that aids resources are limited and should be distributed reasonably. By just helping local people, it is more efficient to allocate such resources. However,giving aids to other countries will be costly and the cost of delivering emergency supplies to other continents is a good example to illustrate this . Also， high level of corruption is very common in most places stricken in poverty and wars ，leading that aid funds tend to be corrupted by local governments and officials. As a result,people who deserve to be aided can not get the money and enough help.                                                                  老段雅思

In conclusion,giving international aids is necessary but helping local poor people should be the priority. And i think certain countries’ governments should construct and run efficient systems to supervise governmental officers and prevent corruption.
