人口问题归根结底是发展问题。
The root problem regarding population boils down to its development.

That would advance the harmony between population growth versus economic and social development, alongside mutual adaption between resources and environment.

Mobility of the population and changes to family structures have brought about challenges to servicing of the public and administrating of society.

As such, those transient people would have equal opportunities for survival and advancement in cities.

Also, they would be fairly treated in enjoying public resources and social welfares.

Concurrently they could participate in political, economic, social, and cultural livings.

Eventually they could establish economic footings, identity recognition and cultural harmonization.
