You are correct in saying that “no one tries harder” means “trying
the hardest” to a superlative degree.
Marketers often say “No one tries harder than us to serve you”
to mean “We try the hardest to serve you”.
Another example is “No one is richer than Bill Gate in this
world”.
The ex*pression “no less than” usually comes with a
number.
For example, when you say “No less than 20 people showed up in the
meeting”, you usually mean 20 or a few more than 20 showed up.
Although “a million” logically is not less than 20 but that could
not be what you would imply.
If you want to imply a superlative degree using “no less than”, you
would say “no less than 100%”, which does not make sense because
you would have simply said “100%”.
