The Dubai government has taken control of the financial restructuring of Dubai Holding, pumping $2bn into a troubled conglomerate that once symbolised the Gulf emirate’s extravagant development.

The same elite committee that oversaw the $25bn restructuring of government-owned Dubai World has turned its attention to the emirate’s second large revamp – a lower-key restructuring of about $12bn in debts at the group of companies owned by Sheikh Mohammed bin Rashid al-Maktoum, Dubai’s ruler.

According to Mohammed al-Shaibani, the powerful director of the ruler’s court, the government has already injected $2bn into Dubai Holding and is willing to put more capital into the lossmaking conglomerate that spans property, business parks and financial investments. ­However, it also expects banks to accept some of the pain, as was the case in the Dubai World restructuring.

“I don’t want to put any more money in as the government, but I will do it as and when it’s required,” Mr Shaibani told the Financial Times in his first interview since the financial ­crisis rocked the emirate.

Dubai shocked investors last November when it warned that it might not be able to service all of Dubai World’s debt obligations and later turned to Abu Dhabi to help ward off a default.

Dubai Holding’s restructuring will follow a similar pattern to that worked out this year for Dubai World, but Mr Shaibani said the problem was smaller and different measures were needed. Almost three-quarters of Dubai Holding’s creditors have also agreed to extend maturities to Dubai World.

He made it clear that banks could expect to win advisory deals as the government considered future asset sales and privatisations. “Priority will definitely go to banks that have been very supportive – we are very loyal customers,” he said.
