能够受联合国政府间气候变化专门委员会（IPCC）主席拉金德拉·帕乔里先生的亲自邀请参加南非德班气候变化大会，的确是件令人激动的事情。陈法庆和我已经开始考虑，我们应该如何在即将到来的此次行中，能够让全世界听到一位中国农民的心声，以及我们对联合国气候变化框架公约缔约方会议（COP）有朝一日能够在中国举办的强烈愿望。

认识陈法庆，已经快九年了。他是我们杭州本地有听力障碍的一位农民。第一次见他，是在2002年6月，当时他正同他家乡的环保部门就环境污染纠纷进行诉讼。我作为浙江省最大的民间环保组织——绿色浙江的发起人和副会长，见证了陈法庆从一个环境受害者到一个绿色战士的成长经历。

他曾自费在中国主流媒体上刊登环保公益广告，还曾建立面向公众的环境污染信息公开网站。而当陈法庆了解到全球气候变化是一个全球性的环境问题，它将影响到全人类以及世界未来的发展后，他很快就决定将打算用于装修自家房子的钱，用于捐助那些为与全球气候变化作斗争的人。他跟我和其它人说，他要和联合国联系，他要把这些钱捐给联合国用于应对全球气候变化——当然，绝大多数人都觉得他这是痴人说梦。

难道联合国缺钱嘛？他又怎么可能联系到联合国？他为什么不把钱捐赠给中国那些贫困儿童？很多人都无法理解陈法庆，甚至对他的行动和想法进行质疑。不过，我——没有。我尊重他，如何使用自己的金钱，是一个人自己的个人选择。一天，我的导师、克拉克大学环境科学与政策专业的珍尼·斯蒂芬斯教授告诉我，IPCC的帕乔里主席将于9月莅临，我得知后非常兴奋。在我看来，这次非正式的见面，可能是我能够与联合国高官面对面交流的绝好机会。因此，我早早地着手准备陈法庆的资料，希望能帮助他与IPCC取得联系。

终于等到了这一天，在交流会后，我迫不急待地向帕乔里主席走去。我将一本我的硕士毕业论文成果、印制的一本关于中国气候变化报道的书籍送给他，并向他作自我介绍，以及告知陈法庆想向IPCC捐款的想法。听完我的介绍，帕乔里先生非常高兴，当即就同意这个捐赠意向，并建议希望将这笔捐款用于IPCC学者项目，专门用于研究和解决气候变化敏感地区人们的安全与稳定问题。

在那之后，我花了近一个月时间对捐赠事宜进行协调。2010年11月，在我绿色浙江的办公室，我还安排了陈法庆和帕乔里主席进行一次电话连线。帕乔里主席首先表达了他对陈法庆的感谢，陈法庆则真诚却毫不客气地批评联合国在应对全球气候变化工作上的不足。他还提出三点建议：第一希望在墨西哥坎昆召开的全球气候大会上刊登他的公益广告；第二希望能在联合国设立环境法庭；第三未来能在中国杭州召开全球气候大会。

陈法庆有一个梦想，就是渴望世界各国尽快签署减少温室气体排放的公约。为了支持气候变化协商，他向墨西哥政府捐赠人民币25万元用于坎昆气候变化大会费用。而作为答谢，墨西哥政府给他在坎昆气候变化村提供了一个展位。2010年11月，我代表陈法庆，开始与中国COP16青年代表团协调，并飞往墨西哥，对气候变化村这个唯一的个人展位进行设计和展览。我选择了“中国阿甘之梦”做为这个展位的主题，来传达这位中国农民的环保建议。12月3日世界残疾人日当天，我还成功地帮助他在墨西哥当地知名的报纸《千年报》上刊登了他的公益广告。

2011年2月，陈法庆受帕乔里主席提名获得了绿色环球基金奖。我安排我的同事，另一位07年福特国际奖学金的获得者许田，陪同陈法庆赴印度参加获奖典礼。在印度帕乔里主席的办公室，他和陈法庆亲切会谈了45分钟，并且在那里，帕乔里主席邀请我们能够参加今年秋天在南非德班召开的全球气候变化大会。第二天，英国前副首相、第一国务秘书约翰·普雷斯科特给陈法庆亲自颁发了“绿色英雄”奖杯。

直到今天，陈法庆的行为依旧让很多人无法理解，但他就如同电影中的阿甘一样，始终坚信他的梦想并且绝不放弃。我喜欢这位特别的杭州农民，我也愿意和他并肩作战。因为我觉得我和法庆有一个共同的信念：不论身处何境，只要去做，就可以改变世界。

Supporting a Disabled Chinese Farmer’s Environmental Dreams

I have known Faqing, a deaf Hangzhou local farmer, for almost nine years. I first met him after he brought a lawsuit against the local Environmental Protection Bureau. He was fighting against environmental pollution issues in his hometown in June 2002. As a co-founder and vice president of Green Zhejiang, the largest environmental NGO in Zhejiang province, I witnessed his growth from an environmental victim to a green soldier.

He published public interest ads in popular Chinese papers at his own expense and created a website to disclose environmental pollution. Faqing started to understand that climate change is a global issue, important to human beings around the world and to future generations. Soon, he changed his mind from spending his savings on decorating his house to supporting people fighting global climate change. He told myself and others that he wanted to contact the United Nations (UN) and donate money to them. However, many felt his dream was naïve and stupid.

Does the UN lack money? How could he connect with the UN? Why doesn’t he donate to poor children in China? A lot of people couldn’t understand him and grew suspect of his motivations—but not me. I respect him, and considered it a personal choice to do what he wanted with his money. When my advisor, ES&P Professor Jennie Stephens, told me Dr. Rajendra Pachauri was coming to in September 2010, I was excited. I believed this informal meeting could provide me with an opportunity to have a face-to-face talk with a person in such a high position. So I started to prepare Faqing’s materials and hoped to make a connection with IPCC.

On that day, I approached Dr. Pachauri and presented him with my published book on climate change coverage in China, which was also my master’s final project. I introduced myself, my research work, and the intention of Faqing’s donation to the IPCC. Dr. Pachauri was so happy and quickly expressed willingness to accept the donation to the IPCC Scholar Program, which tries to address the implications of climate change on stability and human security in the most vulnerable regions.

After that, I spent almost a month coordinating the donation. In November 2010, I arranged a direct telephone meeting for Dr. Pachauri and Faqing in my office. In the meeting, Dr. Pachauri first expressed his thanks to Faqing, and then the farmer frankly expressed his disappointment on the current UN work on climate change. He put forward three suggestions: publish climate change public service advertisements in Cancun, Mexico in COP 16; set an environmental court in the UN; and suggest the UN climate change conference be held in our hometown, Hangzhou, China.

Faqing has a dream that all the governments around the world should sign an agreement for greenhouse gas reduction as soon as possible. In order to support international climate change negotiation, the farmer donated $40,000 to the government of Mexico for organizing COP 16. In return, the Mexican government provided him with an exhibition area in the climate change village in Cancun. Towards the end of November 2010, I, on behalf of Faqing, coordinated with the COP 16 Chinese Youth Delegation and flew to Cancun to design and run the only single-person-run exhibition area in the climate change village. I chose “Chinese Forest Gump’s Dream” as the exhibition theme to state our proposals from a Chinese local farmer’s perspective. On December 3, the Day of International Disabled People, I helped him successfully publish a public interest advertisement in a very popular Mexican newspaper, Milenio.

Faqing was nominated by Dr. Pachauri and awarded the Green Global Foundation Award in February 2011. There, in New Delhi, the two had a 45-minute individual face-to-face meeting. It was there that Dr. Pachauri invited Faqing and I to go to Durban, South Africa to attend COP 17 in the fall. The next day, Faqing received the Green Hero Cup from John Prescott, the former Deputy Prime Minister and First Secretary of State of the United Kingdom.

Today, what Faqing did is still somewhat confusing to many people. However, like Forest Gump, he still believes in his dream and is not giving up. I like this special farmer and I would like to continuously be with him and help him, as one common thing I found between Faqing and myself is that we both have a belief in changing the world; no matter our circumstance—just do it.
