所谓形象工程，是某些领导干部为了个人或小团体的目的和利益，不顾群众需要和当地实际，不惜利用手中权力而搞出的劳民伤财、浮华无效却有可能为自己和小团体标榜政绩的工程。在现代社会交往中，“形象”常常被提到一个重要的高度予以注重。本来好好的一个褒义词如今却变成了一个贬义词。

其实英文中也有“形象工程”一说，其对应的翻译为“prestige project
”， 其义为：
something created by a person or government in order to
make themselves look good or
garner prestige。
比如以下例子：
The Moscow Metro system was one of Stalin's prestige
projects that he built while people were dying of hunger.（From
Urban Dictionary)
又看一个美国《时代周刊》网站上得例子：
The magnetic-levitation train ride from the international
airport to the city is the perfect metaphor for Shanghai. The train
