所谓形象工程,是某些领导干部为了个人或小团体的目的和利益,不顾群众需要和当地实际,不惜利用手中权力而搞出的劳民伤财、浮华无效却有可能为自己和小团体标榜政绩的工程。在现代社会交往中,“形象”常常被提到一个重要的高度予以注重。本来好好的一个褒义词如今却变成了一个贬义词。

其实英文中也有“形象工程”一说,其对应的翻译为“prestige project
”, 其义为:
something created by a person or government in order to
make themselves look good or
garner prestige。
比如以下例子:

又看一个美国《时代周刊》网站上得例子:
The magnetic-levitation train ride from the international
