港下位于大塘河下游，土语称河港下而得名。原港下镇，1949年为怀一镇，属张泾区。1950年改为港下乡，1958年改公社，驻地陈墅自然镇。1969年驻地迁至港下自然镇。1983年复设乡，1991年改置镇。
