美国国际开发署要求打击野生动植物贩运和支持生物多样性

7月8日,美国国际开发署(U.S. Agency for International Development)署长拉吉夫·沙阿(Rajiv Shah)在国际环境保护核心会议基金会(International Conservation Caucus Foundation)联合主持的一项活动期间宣布,作为执行美国国际开发署生物多样性政策(USAID Biodiversity Policy)的第一项措施,准备拨款2.1亿美元用于保护50多个国家的自然资源,其中4,000万美元用于打击野生动植物贩运活动。
这项政策的目的在于保证美国国际开发署以保护全球重要的生物多样性特征为重点,涉及从亚利桑那盆地(Amazon basin)、东南亚珊瑚礁到东非广泛的大草原等地区,要求应用科学方法支持可持续的生物多样性保护工作。
沙阿说,“通过这个新政策,我们充分发挥创新的力量,采取已证明有效的方式,有效地保护和管理支持我们的环境。”他指出,这项政策说明美国承诺保护全世界一些最珍贵的资源,包括迅速采取行动制止全球野生动植物贩运活动。

USAID Aims to Fight Wildlife Trafficking, Support Biodiversity
The U.S. Agency for International Development (USAID) will spend more than $210 million to conserve nature in more than 50 countries — including an anticipated $40 million to combat wildlife trafficking — as a first measure in implementing the USAID Biodiversity Policy, Administrator Rajiv Shah announced July 8.
The policy aims to ensure USAID focuses its work on globally significant biodiversity, from the Amazon basin to the coral reefs of Southeast Asia to the vast grasslands of East Africa, by applying scientific approaches to support sustainable biodiversity conservation. The announcement was made at an event co-hosted by the International Conservation Caucus Foundation.
“With this new policy, we are harnessing the power of innovation and proven approaches to effectively protect and manage the environment that supports us,” Shah said, adding that the policy represents the U.S. “recommitment to conserve some of the world’s most cherished resources, including swift action to stamp out global wildlife trafficking.”
In addition to the $210 million announced July 8, USAID recently awarded up to $700 million to seven consortiums comprising more than 50 companies, NGOS and universities to carry out a wide variety of biodiversity and related projects.
The new policy focuses on:
• Forging innovative partnerships with the private and public sectors, civil society and academia to magnify conservation and development results and harness innovations in science and technology.
• Acting strategically to conserve the world’s most important biodiversity, including by fighting global wildlife trafficking.
• Integrating biodiversity with other sectors, such as economic growth, food security and health, to achieve greater results.
• Strategically using USAID biodiversity resources by dedicating at least 50 percent to high-priority countries and regions.
