Laws are rules that define people's rights and responsibilities towards the society. They are agreed on by society and made official by governments
Some people look on laws with fear or hatred .laws seem to limit a person's freedom to do many things he would like to do, Thought laws may prevent us from doing thing or wish to do at the moment. Laws also stop others from doing things that might hurt us .Laws make everyone’s life safe and more pleasant. Without laws we could not hold on to our property .we should not go to bed at night excepting to wake up in the morning and find we had not been robbed. No stores in which we buy food, clothes and other necessities could stay opened sell to us. Our banks would not be safe places for our money.
Social life would be impossible without laws to control the way people treat each other .But unless laws are enforced, they cannot protect us.
Laws enforcement has four steps: arrest of suspect

法律是界定人们对社会的权利和责任的规则。法律被社会认同并由政府正式颁布。
有些人带这害怕和憎恨去看待法律。法律似乎限制了一个人随心所欲的自由。尽管法律在某些时候会阻止我们正在做或者想要做的事情。法律也遏止他人实施有害于我扪的事情。法律使每个人的生活更安全更舒适。没有法律我扪不能拥有我扪的财产。我们不希望早晨醒来却发现夜间已经遭到抢劫。我们赖以购置食品、衣服和其他必需品的商店就无法开门营业。我们的银行也不再是存款的安全之地。
没有去制约人们的相互关系。社会生活就变的不可能。除非法律得到实施否则他就不能向公众提供保护。
法律的实施有四个步骤:逮捕嫌疑犯;判断某人是否有罪还是无辜;量刑和惩处。古代原始部族采取裁决无辜或有罪的过程很迅速。他们有时采用拷打。更为普遍的做法是让被告同受害人或是他的代表进行决斗。胜者被认为是清白无辜的,因为原始社会的人扪相信上帝会帮助无辜者。原始社会也使用多种惩罚手段。对于人身伤害,普遍的做法就是“以眼还眼,以牙还牙。”如果一个人打掉了别人的牙,他自己的牙也要被敲掉。当代对于谋杀处于极刑就是基于这种理念。如果一个人杀死别人,他就必须以命偿命。
