在我两天的中国之旅结束,开始踏上访问亚洲其他几个国家旅程之际,我想写上这么一段。在过去的两天中,我与中方讨论了中国政府对运输设施的巨额投资为英国运输行业带来的商机,要求将航空和海运气体排放纳入哥本哈根气候变化协议当中,并研究了中国在建设高速轨道列车方面的政策,以便进一步思考我们在这方面应有的行动。

 

这是我第一次到中国访问,第一印象便是这里惊人的现代化步伐。北京很大,从天安门广场、首都机场到城市道路、铁路设施,一切都大得有气魄。我不确定新的北京南站是不是世界上最大的火车站,但在新建火车站当中,它绝对是最大的一个。英国公司参与了南站的设计,我还有幸代表英国皇家建筑师学会对中国铁道部颁奖,以表彰这一独特的项目。

 

为了会见一家从事铁路运输生产的英国公司,我们从南站乘坐高速列车,短短30分钟,就来到了距离北京市75英里的天津市。这几年,中国一直力争做到在铁路建设和技术方面领先世界其他国家,政府专心致力于国家基础设施建设的现代化,以实现用一代人的时间让中国跻身发达国家行列的夙愿。今年仅仅在投资铁路系统这一个项目上,政府就拨款500亿英镑,从而为英国企业在中国发展创造了无限的商机。

 

在气候变化的问题上,尽管中国尊重英国的领导地位,及在国内和国际上作出的努力,但很明显仍然有一部分人持怀疑态度。如果我们要达成理想的协议,并将国际航空和航运纳入协议其中,我们还要加倍努力。然而,英国政府对执行哥本哈根协议,包括减少国际运输工具气体排放的条款责无旁贷,明确这一点对我们非常重要。在布郎首相和埃德 米利班德大臣的领导下,英国政府为促成哥本哈根协议取得积极成果做着不断的努力,我在中国的议程也是其中的一部分。

 

 

I am writing this at the end of a two-day trip to China to China and the first leg of a week-long visit to Asia. Over the past two days I have been discussing the opportunities for UK business engaged in the transport industry to benefit from the massive investment that China is making in new transport infrastructure, pressing for the inclusion of both aviation and maritime emissions in a Copenhagen climate agreement, and studying Chinese policy on the development of high speed rail to further inform my thinking on how we should approach the issue in the UK.

 

This is my first visit to China, and the first impressions are of the mind-blowing scale of the change and modernisation taking place. Beijing is a vast city and almost everything about it is giant, from Tiananmen Square to the size and scale of the airport, road and rail infrastructure. The new Beijing South Station - probably the largest station building in the world; certainly the largest new station - was designed by British firms and I had the pleasure of presenting an award on behalf of the Royal Institute of British Architects to the Minister of Railways in recognition of the unique nature of this project.

 

From the station I was able to take the high-speed train to the city of Tianjin, 75 miles away but now just thirty minutes from Beijing, to meet with a British company engaged in rail manufacturing. China is determined to lead the world in rail construction and technology, and the government is single-minded in its quest to modernise the country’s infrastructure as part of a wider ambition to transform the country from a ‘developing’ to a ‘developed’ nation within a generation. China is spending 50bn this year alone just on investment in the rail system, which creates significant opportunities for UK business.

 

On climate change, it is evident that whilst China has a lot of respect for the UK’s leadership and domestic and international efforts to tackling the problem, there remain a number who are sceptics. There is much work that still needs to be done if we are to deliver the agreement we need and secure the inclusion of international aviation and shipping in a new international framework. However, it was important to make clear the British government’s absolute commitment to a Copenhagen agreement which includes credible action to tackle international transport emissions and I saw my meetings and conversations as part of an ongoing process - being led in Britain by Gordon Brown and Ed Miliband to secure a positive outcome at Copenhagen.
