上周三，加州水郡，黄承富老师倡议的《认真，打一场干净比赛》顺利举行。

 

黑虎以75杆的佳绩获总杆冠军。

 

晚六时许，开车中的猛虎接到了黑虎同学的电话——猛老师，请教个问题？

 

猛：说。

 

黑：如果我在推球的时候把球碰了一下，接着推球进洞了，应该算作两杆吧？还是应该再加罚一杆？

 

猛：你复述一下过程。

 

黑：是这样儿，我推杆的时候，不小心把球碰了一下，然后下一推进去了。要不要罚杆？有的人说要罚，有的人说不罚。

 

猛：那你碰的那一下记入杆数了没有？

 

黑：算了算了，现在问题是要不要再加罚一杆。

 

猛虎的脑海中翻腾起了规则的波涛，想了想，觉得应该没什么问题，说：这样的话，应该算两杆就可以了。

 

黑：哦。

 

猛：不过，我回头再认真地查一下规则，应该没什么问题。

 

黑：谢谢啊。

 

猛：客气啥咧。白。

 

猛虎接下来忙了两天，但心中一直惦记着黑虎的问题。空闲下来的时候，认真地查阅了USGA GOLF RULES 2008-11，在规则16 The Putting Green中未找到相关规定，接着查规则18 Ball At Rest Moved，找到了根据。

 

规则18-2规定：

18-2. By Player, Partner, Caddie or Equipment

a. General

When a player's ball is in play, if:

(i) the player, his partner or either of their caddies lifts or moves it, touches it purposely (except with a club in the act of addressing it) or causes it to move except as permitted by a Rule, or

(ii)equipment of the player or his partner causes the ball to move,the player incurs a penalty of one stroke. If the ball is moved, it must be replaced, unless the movement of the ball occurs after the player has begun the stroke or the backward movement of the club for the stroke and the stroke is made.

Under the Rules there is no penalty if a player accidentally causes his ball to move in the following circumstances:

· In searching for a ball in a hazard covered by loose impediments or sand, for a ball in an obstruction or abnormal ground condition or for a ball believed to be in water in a water hazard - Rule 12-1
· In repairing a hole plug or ball mark - Rule 16-1c
· In measuring - Rule 18-6
· In lifting a ball under a Rule - Rule 20-1
· In placing or replacing a ball under a Rule - Rule 20-3a
· In removing a loose impediment on the putting green - Rule 23-1
· In removing movable obstructions - Rule 24-1.

b. Ball Moving After Address

If a player's ball in playmoves after he has addressed it (other than as a result of a stroke), the player is deemed to have moved the ball and incurs a penalty of one stroke. The ball must be replaced, unless the movement of the ball occurs after the player has begun the stroke or the backward movement of the club for the stroke and the stroke is made.

18-2. 因球员、同伴、球僮或装备而被移动

a. 一般条款

当一名球员的球处于比赛之中时，如果：

(i) 球员及其同伴或他们的球僮拿起或移动球，故意触及球（在准备击球时球杆触球的情况除外）或造成球的移动（规则允许的情况除外），或者

(ii) 因球员或其同伴的装备致使球发生移动，该球员被罚一杆。如果球被移动过，则须被重置，除非此球的移动发生在球员开始击球之后或者为了击球时其球杆的后向运动已经完成，或者击球已完成。

根据规则，如果球员在下列情况下意外引起其球的移动，不受处罚：

· 寻找位于障碍区中且被松散障碍物或沙覆盖的球，或者寻找位于妨碍物或异常地面条件之中的球，或者寻找确信处于水障碍区之水中的球——规则12-1
· 修复球洞填充物或球位标记时——规则16-1c
· 量测时——规则18-6
· 依规则将球拿起时——规则20-1
· 依规则放置或重置球时——规则20-3a
· 在推杆果岭上移除松散障碍物时——规则23-1
· 移除可移动妨碍物时——规则24-1.

b. 击球准备后球发生移动

如果球员的比赛中球在其击球准备完成后发生移动（而非因击球引起），则该球员被视为移动了此球，并接受加罚一杆的处罚。此球须被重置，除非此球的移动发生在球员开始击球之后或者为了击球时其球杆的后向运动已经完成，或者击球已完成。

 

对该规则认真研读并查阅与规则18有关的判例后，猛虎在周五晚六时许回呼了黑虎。

 

黑：猛老师好。

 

猛：哎，你那天推杆动球的时候，是在你开始上杆以后碰动的，还是没做好击球准备就碰动了？

 

黑：我准备击球的时候动的。

 

猛：那你开始上杆了么？

 

黑：开始了，也不知怎么地，就碰动球了。

 

猛：哦，那前天我给你说的没错，该次动球算作一杆，接着推进去，算两杆，不再加罚。如果你还没有开始击球，就要重置球以后再推，加罚一杆。

 

黑：那就是说，如果我重置后也推进去了，算两杆？

 

猛：对。

 

黑：那结果总杆数是一样的。

 

猛：但过程不一样，你在击球时，也就是开始上杆或其后球被移动，则不必重置，接着推球是可以的。如果还未开始上杆，则动球后罚一杆，需要重新把球放回原位再推，不然的话，你还将会因为在错误的位置击球而再被处罚的。这两种情况是不一样的。

 

黑：哦，看来规则还真是有讲究呢。

 

猛：越琢磨越有意思。嘿嘿。

 

黑：噢可，长见识了。好在我当时没处理出错，要不给咱飞虎队可要抹黑了。

 

猛：你已经黑虎了，再抹也不会更黑了，哈哈。

 

黑：嘿嘿，倒也是。我还有事，不聊了啊。白白。

 

猛：再见。
