广东省平远县受3号“莲花”台风影响，县城6小时降雨量达到410毫米，22日上午6时到14时，大柘镇县城降雨量达413.2毫米(超过百年一遇)、热柘镇120.3毫米、石正镇180.9毫米、长田镇135.7毫米。强降雨造成损失严重。据初步统计：受灾范围4个镇(大柘、长田、热柘、石正)，因未及时离开被淹死2人，县城机关、学校、厂矿企业90%受浸;县城镇村房屋大部分受淹损失严重，农作物受灾面积3.5万亩，受灾人口6.5万人，转移人口0.65万人，被洪水围困1.2万人，倒塌房屋256间，损坏公路桥梁14座，损坏公路21公里，损坏高低压线路126杆长36公里，损坏山塘6宗;冲毁山塘5宗。灾情发生后，平远县高度重视，迅速应对，县三防指挥部于当日8时45分启动防汛II级应急响应，并根据灾情变化于13时启动防汛I级应急响应，并及时请求梅州市支援。据初步统计，至16时止，成功解救2050多人，转移6500多人。
