索马里兰的第二大城市柏培拉Berbera是港口城市，位于亚丁湾的西南侧，距离哈尔格萨170公里。港区在主要码头泊位有3个，岸线长700m，只有三个泊位，两个个水深8.8米泊位，一个11.5m泊位，目前只能停泊混装船。主要出口货物为乳香、活牲畜，牲畜皮，进口石油、粮食、百货等。就这小小的码头，承担着索马里兰政府的主要税收任务。据说已经有迪拜的一家港口开发公司投资4.42亿美元扩建，预计在两年以后完工，届时将承担一部分埃塞俄比亚的进口货物。现在埃塞俄比亚98%的海运货物是在吉布提港转运的。
和凉爽的哈尔格萨相比，这里湿热难忍，夏天最高气温可达45度，冬季最低气温也在20度以上。
走进柏培拉，犹如走进了一个小村镇，完全感觉不到一个港口城市应该用的热闹和繁华，看不到车水马龙，街上、码头都是一派冷清破败的景象，街上行人稀疏，卡车闲置在马路边，街心标志的阴影处被山羊占据着。城区内的主要建筑基本上都是英国殖民时期留下的。经商的店铺经营的内容都画在墙上，到是让人一目了然。几处清真寺还是有一些特色，给我留下不错的印象。
城东有几公里的沙滩，漂亮细软的沙滩上竟空无一人，真可惜了这片沙滩。
离沙滩200处，是柏培拉最好的宾馆，价格65美元。
哈尔格萨到柏培拉170公里的公路都是柏油路，除了有少数的坑路面还算不错，车少，驾车需要3个小时。路上有几处检查站，雇了持枪军警保护的外国人可顺利通过。路边有些小村庄，出售最多的商品是木炭。
