美国自驾、中国驾照夏威夷自驾、权威解释来了！

这周上三天班，气温转暖，开始穿中裤上班。

这几天纠结于夏威夷自驾游的问题，机票酒店都已经订好了。租租车、携程租车的预备功课都开始做了，关键是夏威夷欧胡岛的观光攻略也做的七七八八了，都是基于自驾的路线，但是最近得知中国驾照在夏威夷州租车行驶有可能是违法的，如果违章被美国CT拦下，有可能被控无照驾驶！

网上咨询了相关“中国驾照夏威夷自驾合法”的问题，众说风云，哎，关键时候还是要靠自己。

首先查找夏威夷州的DMV官网，就是类似车管所的机构。从dmv.org（这是个私人网站而非官方机构，不过一些信息还是有用的）得知夏威夷州比较特殊，应该是没有一个整州的车管所，而是有四个县的车管所：

Hawaii County: Vehicle Registration and Licensing Division overseen by the Hawaii Department of Finance.
Honolulu County: Motor Vehicle, Licensing, and Permits Division overseen by the Honolulu Department of Customer Services.
Maui County: Division of Motor Vehicles and Licensing overseen by the Maui Department of Finance.
Kauai County: Driver License Division AND Motor Vehicle Registration Division overseen by the Kauai Department of Finance.

注明：夏威夷县Hawaii County指的是“大岛”（Big Island），Maui County毛伊岛和Kauai County可爱岛（我家小胖的老家？）也都有单独的车管所。

因为此行都集中在欧胡岛，就是檀香山市所在的火奴鲁鲁县Honolulu County，那只要看火奴鲁鲁县车管所的官网就可以啦！

找到火奴鲁鲁县官网：http://www.honolulu.gov/

这个就是火奴鲁鲁市（县）的官网，看说明DMV（夏威夷不怎么叫啦），车管所（MOTOR VEHICLE, LICENSING, AND PERMITS DIVISION）是CSD（Honolulu Department of Customer Services）的下属机构。

点击进入“Motor Vehicle, Licenses, Permits and Passes”，一大堆都是有关美国本土居民如何申请当地驾照的事宜，没有有关海外游客驾照的信息。

只有在“Frequently Asked Questions”提到两个有关海外驾照自驾的问题。

What is the requirement to drive in Hawaii using my valid foreign license?

Your valid foreign license is good to drive in Honolulu, Hawaii one year upon entry. You will need your valid passport to show admission date.

Can I drive with my international driver license?

The individual must have a foreign license along with their international permit to drive and a valid passport to show admission date. The license is valid one year upon entry to U.S. The country must be listed as a result of the United Nations Convention on Road Traffic (Geneva, 1949), and the Convention on the Regulation of Inter-American States. For complete listing of the recognized countries, please call AAA at 808-593-2221.

根据第一个问题，中国驾照应该没问题；但是第二个问题感觉有矛盾了，因为中国不是IDP成员国。

继续查找网站资料，找到了申请驾照的“Driver's License Information”，相关的法律文档指向

http://hidot.hawaii.gov/administration/，这个是夏威夷州的DEPARTMENT OF TRANSPORTATION ADMINISTRATION（运输管理局），在这里可以下载到夏威夷州的驾驶手册（Hawaii Driver’s Manual），里面一些交规是必看的。

翻了下驾驶手册，基本确定海外驾照的问题就归火奴鲁鲁县的“MOTOR VEHICLE, LICENSING, AND PERMITS DIVISION”这个部门管。打电话没这个本事，只有发邮件了。

用烂英语写了下面这封邮件：

Aloha!

I am a Chinese，I’m from the People's Republic of China, not from Taiwan or Hong Kong.

I have valid Chinese drive license ,but I don’t have the international permit to drive because China (PRC) is not be listed with the United Nations Convention on Road Traffic .

I’ve planned visit the island of Oahu this summer.

I need to know can I rent a motor vehicle and drive in Hawaii legally？

Thanks！

邮件发给了四个单位：

csd@honolulu.gov （火奴鲁鲁县车管所没找到邮箱，发了这个CSD下属的Public Information Center (PIC)）
maui.dmvl@mauicounty.gov （毛伊岛的车管所）
vehiclerl@hawaiicounty.gov （大岛的车管所）
dotpao@hawaii.gov （夏威夷州的运输管理局）

目前得到了CSD的回信，如下

这样看来中国驾照在欧胡岛自驾应该是被承认的。回到FAQ页面的那两个问题，有关国际驾照的解释应该就是“IDP国际驾照”在夏威夷不能单独使用。

当然，租车自驾没问题，不代表夏威夷警察和保险公司就一定认中国驾照，还是要小心驾驶。

今天夏威夷州的运输管理局的回信也来了，答复还是比较明晰的：

Aloha,

Thank you for your inquiry. A valid foreign license can be used as a driving credential in Hawaii provided:

1) You are also carrying a valid passport that shows your admission date;

2) You are within one year from entry into the state; OR,

3) You have an international driving permit.

If the members of your tour are within the one year time period and are carrying valid passports, an international driving permit is not required.

我的理解是有效的中国驾照可以在夏威夷州开车，同时必须满足：

1.护照、签证保证有效；

2.进入美国不超过一年；

3.拥有国际驾照；

值得注意的是只要车上所有人都满足进入美国不超过一年且护照有效，那就不需要国际驾照啦！
