1928年，法国开始在阿尔卑斯山建立第一个防御工事集团。1929年，法国领导人决定加快建设规划步伐。负责建设“不可逾越的路线”的是精力充沛的军事部长安德烈·马奇诺（Andre Maginot），后来这个防御性结构他的名字命名。

这项工程的奇迹 ： 5600个耐用炮位（每公里14个掩体），3.5-4米强化混凝土的地下铁路，有发电站，仓库，医院，总部和通讯中心; 50米深的特殊庇护所，运用了当时所有军工高科技。

 在建筑方面，花费了30亿法郎（1936年价格为10亿美元）的巨额款项 - 几乎是法国建设多年的军事预算的一半，并考虑到1940年7月底完工。一些历史学家称50亿。
