喀琅施塔得(Кронштадт)是建造在从芬兰湾浮出的科特林岛之上的要塞城市。东距圣彼得堡29公里。人口3.9万。彼得大帝在很早的时候，就注意到这一小岛对防卫圣彼得堡的重要性，于是从1703年在建造圣彼得堡的同时，也开始建造这一要塞工程。一年后，应急要塞的建设完工，还有了一个德语名称"喀琅施塔得"，意思是"皇家之城"。其后，它先后经历了沙俄时期、前苏联时期，都被用作波罗的海舰队的军港，直到苏联解体后的1997年，这座城市才首次对外国人开放。
