新华网联合国６月１６日电（记者王湘江　顾震球）联合国秘书长潘基文１６日在纽约联合国总部举行的“网络仇恨”研讨会上发表讲话，呼吁家长、互联网业者以及各国政府采取切实行动，清除“网络仇恨”现象。

    潘基文说，互联网给世界带来了很多好处，改变了人们生活和工作的方式。然而“在信息高速公路上，却仍然有少数几条阴暗的小巷”，有人在那里利用信息技术散布虚假信息和传播仇恨。这些所谓的“网络仇恨”现象对年轻一代的影响尤为严重。

    潘基文说，无论是家长、互联网业者，还是各国政府，都可以在清除“网络仇恨”现象方面发挥作用。他说，家长有责任教导孩子如何“安全”上网；互联网业者应该确保仇恨语言无法在网上驻足；而各国政府则必须认真研究这一问题，在确保网络安全的同时也应注重保护基本的自由和人权。

    为期一天的“网络仇恨”研讨会是由联合国新闻部主办的“学会宽容”系列活动之一。２００４年，联合国新闻部启动“学会宽容”系列活动，迄今已围绕反犹太主义和针对伊斯兰的仇视行为等主题举办了多场讲座和研讨会。

UN chief urges elimination of cyber hate

UN Secretary-General Ban Ki-moon on Tuesday called for the elimination of cyber hate.

"The Internet has brought enormous good to our world. It has transformed the way we live and work," Ban said at a UN seminar.

 

"Yet we know there are also a few dark alleys along the information superhighway," he said. "There are those who use information technology to reinforce stereotypes, to spread misinformation and to propagate hate."

 

Electronic harassment and cyber hate can have a "searing impact" on the young, he noted, pledging that protecting children is a top priority for the United Nations.

He called on parents, the Internet industry and policy makers to play a role in eliminating hate speech from cyberspace.

 

"Parents have a responsibility to teach their children to safely surf the net ... The Internet industry can help ensure that hate speech does not proliferate online. Policy makers must also take a hard look at this problem and work to safeguard people while balancing basic freedoms and human rights," he said.

 

The seminar on cyber hate was the latest in an ongoing series on combating intolerance, organized by the UN Department of Public Information.

The UN began the "Unlearning Intolerance" series in 2004 with discussions of anti-Semitism and Islamophobia, and has continued the program with lectures and seminars since then.
