3G招标暗渡陈仓,华为反被聪明误?

据消息人士透露,2008年8月,哥斯达黎加运营商ICE的3G项目招标时,在交标前5个厂家(爱立信、诺西、三星、华为、中兴)联合签署了不投标的协议。原因是标书中不合理的条目比较多且罚款条件苛刻,希望ICE修改标书内容。但是,各个厂家都没想到,华为在商战中兵不厌诈,在交标日期时,只有华为一家交了标。这家以超低价竞标著称的公司想着只有自己参与竞标,于是竟然报出了5.
83亿美元的天价,高出ICE原计划2.25亿美元的两倍多。
而华为采用的这种手段,据说被以肃贪为名上任的现哥斯达黎加总统阿里亚斯所警惕,先已发信给ICE总裁,建议否决华为的中标资格、废标、重立条件、召集更多竞标企业并重新开标。最终ICE接受了总统的建议,将此标废除。¨™d½:ìd*¯hwzte.com¨ðŸø…&defT²Äú
针对此事,国内媒体都只说其他厂家放弃参与竞标,却并未透露之前几大厂家的不投标协议之事,故意忽略华为公司暗渡陈仓的事实,华为的做法值得商榷。

Huawei Technologies. However, the award of the

before submitting its bid, Huawei had joined Ericsson, ZTE,
Nokia Siemens Network and Continex, a subsidiary of
Samsung, to send a letter to ICE indicating their
dissatisfaction with ICE's offer and intention not to bid.
ICE is the only telecoms operator in the Costa Rican mobile market, and the only fixed-line operator in the country. The lack of competition and the unavailability of prepaid services has meant that the market is one of the least developed in Central America. As the market prepares for liberalisation ICE has looked to capitalise on its advantage by launching 3G services before the arrival of new operators. With its high GDP per capita, 3G services could take off in Costa Rica, although the low penetration rate - at around 40% - means that there is still considerable scope in offering 2G services. ¨™d½:ìd*¯hwzte.com¨ðŸø…&defT²Äú
Huawei's offer includes the installation of a 3G/3.5G network with
the capacity for 1.5mn lines. The installation would include 554
base stations and 500,000 3G-enabled handsets, as well as a prepaid
billing platform. The prepaid platform would be particularly
important for the Costa Rican market as only postpaid services are
currently available. The launch of 3G services tends to be most
successful in maturer markets, where mobile use is widespread,
while the Costa Rican market would benefit from seeing prepaid
services launched, which would help to drive up penetration and

The network upgrade is being financed by the Central American
Bank for Economic Integration (BCIE), which has given the company
the US$225mn available in the tender. ICE's president emphasised
that the authorised sum could not be exceeded by more than 10% and
it is likely that the company will have to reject Huawei's offer. A
final decision by ICE has not yet been published. The company has
60 days to consider Huawei's bid.
