山西省重点发展的七大优势产业(中英文对照)

一、加快以煤炭为基础，以电力为中心的能源产业发展及其延伸与开发。煤炭产业要按照集团化、洁净化、多元化和现代化的思路，实施大公司、大集团战略，使产业集中度进一步提高；大力发展煤炭深加工，延伸产业链，提高附加值，使山西省煤炭产业充满发展活力，巩固强势地位，提升经济效益，保持后续能力。在电力产业上，要着重发展大型坑口电站，加强电网建设，增强输电能力，更多的变输煤为输电，进一步扩大山西省外输电在全国所占的比重。注重电力工业的新型化改造，努力提升技术装备水平。结合山西实际，发展一批洗中煤、煤矸石综合利用的环保型电厂。
二、发展以不锈钢和铝镁合金为主的金属材料及其制品工业。新增150万吨不锈钢生产能力，抓好原料基地和加工园区建设，到2006年形成年产250万吨不锈钢和220万吨不锈钢材的能力。充分发挥资源优势，加快发展铝镁合金及加工项目，把山西省建设成为全国重要的不锈钢及铝镁产品生产加工基地。
三、整合提升装备制造业。坚持内联外引，军地结合，资源整合，促进生产方式的柔性化、智能化和机电一体化，加强专业化合作。以发展规模效应突出和带动性强的整机产品为主线，重点发展重型汽车及汽车零部件，重型机械、煤炭和矿山机械、高中档铸锻件、铁路用品、纺织机械等产业产品，全面提升装备制造业的规模和效益，使山西省成为重要的新型装备制造业基地。
四、
发展具有山西优势的化工和医药产业。充分发挥山西省煤化工技术装备和产业优势，抓住世界石油价格上涨给煤化工发展带来的机遇，加快发展以煤化工为主的化工产业。建设具有国际竞争力的尿素生产、乙炔化工、焦油加工基地。按照依托品牌、整合资源、突出中药、做强园区的要求，充分发挥资源优势和品牌效应，重点推进中医药现代化，积极发展化学原料药和非专利药，大力提升山西省医药行业在市场竞争中崛起的优势企业，支持重点企业整合行业资源，进一步发挥医药工业园区的带动作用，努力实现跨越式发展。
五、发展新型材料产业。坚持"加强研发创新，提高产品档次，注重综合利用，扩大市场应用"的原则，推进新型材料产业的健康发展，重点发展新型建筑，耐火材料，纤维材料和磁性材料，陶瓷材料、纳米材料，提升行业技术水平和核心竞争力，使山西省成为新型材料基地。
六、发展以特色农业为基础的农畜产品加工业。集中扶持对增加农民收入具有显著带动作用的农业产业化龙头企业和优势农产品的标准化生产基地建设，大力培育"生态品牌"、"特色品牌"和"原产地品牌"，使山西省成为全国特色农业和特色农畜产品加工业的重要省份。
七、发展旅游文化产业和现代服务业。山西旅游资源集丰富的历史文物、自然风光、革命遗迹为一体，开发潜力巨大。从战略高度推进旅游业的发展，着力培育旅游精品，建设国内著名、世界知名的代表山西旅游形象的旅游景区，使山西省成为全国旅游大省。着力促进文化产业的发展，提升我省文化产业的整体实力和竞争力。以市场化、产业化和社会化为重点，大力发展信息、科技、金融、会计、咨询、法律等现代化服务，积极发展物业管理，社区服务等新型服务业。
Shanxi Seven Priorities of Industries in Focal Development
In order to further
promote economically structural adjustment and ensure Shanxi
economic structure optimized and upgraded to the national middle or
higher level by the year of 2010, the provincial committee and
government, based on the provincial fact and through survey and
analyze, clearly put forward "To Substantially Develop Seven
Prioritize Industries and Strive to Build Shanxi a National
New-type Energy and Industry Base on the 2004 Provincial Economic
Structural Adjustment Conference" . The seven superior priority
industries are respectively as follows:
I. New-type energy industry. To
speed up the development of energy industry and its extending and
exploitation based on coal industry as the main and electric power
industry as the center. The coal industry will be concentrated by
collectivizing, cleaning, diversification, modernization, and
through the stratagem of large company and large group. The deep
processing of coal will be developed adequately, the chain of
industries should be extended, accessory value will be added, so
that the coal industry of Shanxi province can possess developing
energy, consolidate its better status, upgrade its economic
benefit, keep its future developing capability. In electric power
industry, large pithead power station should be developed, electric
power net should be enhanced, capability of transmitting
electricity should be boosted up, transmitting coal should be
changed to transmitting electricity, to enlarge the proportion of
transmitting outward electricity of Shanxi province in the country.
To pay attention to rebuilding of new-type electric power industry,
and advancing technical furnishment level. According to the fact of
Shanxi province, we shall develop a series of environmentally
protective power plants to integrally use coal washing and coal
waste rock.
Ⅱ. The industry of Metallic
material and its product. Emphasized in stainless steel and
aluminum-magnesium alloy. The production capacity of stainless
steel will be increased to 1500 thousand tons. Doing well the
construction of raw material base and processing park, the
production capacity of stainless steel will be 2500 thousand tons
and the production capacity of rolled stainless steel will be 2200
thousand tons in 2006. Making full use of advantage of resource,
developing projects of aluminium and magnesium alloy and its
processing, Shanxi will be a producing and processing base of the
country in stainless steel and products of aluminium and
magnesium.
Ⅲ.Equipment manufacturing
industry. Persevering in uniting native resource and attracting
overseas resource, neatening and rationalized using resource, to
promote the flexibility and intelligentizing of production manner
and mechanism electron integration. Giving priority to whole set
product with scope and benefit outstanding, and strong impetus,
we'll develop heavy automobile and its parts, heavy machine, coal
mine machine, high and medium class casting and forging parts,
products for railway, spinning machine etc., to make Shanxi
province to be the base of new-type equipment manufacturing
industry.
Ⅳ.New-type chemistry and
medicine industry. The chemistry industry, especially coal
chemistry industry, will be developed by using advantages of coal
chemistry industry technique and equipment in Shanxi, by grasping
opportunities brought by the rise of gasoline price. The
internationally competitive base of acetylene industry and coal tar
industry will be constructed. According to the need of relying on
brand, neatening and rationalized using resource, giving prominence
to Chinese traditional medicine, and strengthening industry park,
the modernization of Chinese traditional medicine will be advanced,
chemical material medicine and non-patent medicine will be
developed, the advantage industry of medicine in Shanxi will be
upgraded great, neatening and rationalized using resource by key
enterprises will be assisted, the driving function of medicine
industry park will be brought into play, skipping development will
come true.
Ⅴ. New-type material industry.
Persevering in innovation by studying, advancing products class,
paying attention to integrated using, enlarging application in
markets, the development of new-type material industry will be
promoted, emphasized in new-type construction material,
fire-resistance material, fibre material, magnetism material,
porcelain material, Nano-material. Shanxi province will be the base
of new-type material through enhancing industry technique and core
competitive capacity.
Ⅵ. New-type agricultural and
livestock products industry. Concentrated in supporting the
construction of standardized production base for agriculturally
industrialized key enterprises and advantage agricultural products,
cultivating "ecological brand", "special brand", "original brand",
Shanxi province will be a key province of special agriculture and
livestock products processing industry in the country.
Ⅶ. Tourism culture industry
and modern service industry. There are plenty of tourism resources
such as historic relic, natural scene, revolutionary relic for
exploitation in Shanxi province. Boosting tourism industry
development, fostering tourism masterwork, constructing worldwide
and native famous tourism spot, Shanxi will be a key tourism
province in the country. The development of cultural industry will
be boosted, the competition capacity of this industry will be
enhanced in Shanxi province. Emphasized in marketization,
industrialization, developing modern service such as information,
science and technology, finance, accountant, consultation, law
etc., actively developing community management and
service.
