《在给崔自默先生颁奖仪式上的讲话》

很荣幸能出席本次活动,在这里向著名艺术家崔自默先生授予这项荣誉。他不仅是一位富有绘画天赋的艺术家,更可贵的是,他时刻心系着人类传统文化和艺术的弘扬与发展。
IOV由亚历山大·维格先生在奥地利创建,迄今已走过了三十余年的历程。维格先生期望建立一个能够促进和发展世界各国传统文化的全球性组织。为此,他努力让IOV成为联合国教科文的成员机构。多年来,作为IOV的秘书长,维格先生推动着机构向前迈进,并在世界各地发展会员壮大机构。在罗马尼亚的德瓦,我接过了IOV全球主席的重任。从那时起,我开始与众多无私并且坚定不移的个人或团体一起为了相同的理想而努力。这些人不尚浮夸,不求名利,他们为实现IOV的理想默默奉献,希望通过世界范围内的文化交流实现人类世界的和平、和谐、相互理解和宽容。
如今,我们的秘书长乔治·福兰德森先生已将IOV在联合国和联合国教科文组织内的地位推至到了一个新的高度。通过他一贯专业和勤勉的工作,现在,IOV与联合国教科文建立了官方咨询关系,被联合国教科文非物质文化遗产保护政府间委员会认证为专家咨询机构。此外,还与联合国经社理事会(ECOSOC)建立了咨询关系。联合国一向对与其有合作往来机构的工作要求严苛,因此,这些关系的建立是来之不易的。
在印尼巴厘岛召开的联合国教科文非物质文化遗产保护政府间委员会会议期间,作为IOV的主席,我被委派担任非政府机构会议的大会主席。这不仅是IOV获得的荣誉,更证明了联合国教科文对IOV地位的认可。
在此,我谨向所有以陈平女士为首的IOV成员们致贺,感谢你们持续不断的努力以及为中国非物质文化保护项目所做的贡献。我坚信,相关的机构将会认识到这些贡献的重要性。IOV其他各国分会对中国在非物质文化遗产保护工作方面取得的卓越成绩表示赞赏,我们希望能向这个国家学习到更多的经验。

Organization
The International Organization of Folk Art (IOV) is
honored to be present on this occasion where we honor a reknowned
artist who not only has talent for painting but whose heart is for
the promotion of people’s folk art.
IOV has been in existence for more than 30 years now
and was founded by an Austrian by the name of Alexander Veigl. He
envisioned a worldwide organization which will promote the
indigenous cultures of the countries in all continents. In so
doing, he affiliated the IOV with UNESCO.
Through the years, he sustained the leadership as
Secretary General and expanded the membership in all the
continents. In Deva, Rumania, the World Presidency of the IOV fell
onto me and from then on I have worked with many selfless and
committed individuals and organizations who without fanfare and
publicity have been working quietly to achieve the goals of IOV
which is to bring peace, harmony, mutual understanding and
tolerance to the world through culture.
Today, the Secretary General, Atty. George Frandsen,
has pushed the status of IOV in UNESCO and in the UN to greater
heights. Through his consistently professional and diligent work
IOV is now registered with UNESCO on Official Consultative
Relations, Accredited with the UNESCO Intangible Cultural Heritage
(ICH) Committee, and registered with the UNITED NATIONS Economic
and Social Committee (ECOSOC). This did not come easy as the UN is
very particular about the work of the organizations affiliated with
it.
In Bali, during the meeting of the UNESCO ICH
Committee, IOV through my person, was assigned to Chair the meeting
of the NGOs. This was an honor given to IOV and recognition of its
status in UNESCO. I wish to congratulate the work of our IOV
members lead by Emma Chen for the continuing work and contribution
to the work of the ICH programs of China. I do wish that the
Ministry will recognize the importance of this contribution. The
rest of the IOV world recognizes China as a leader in ICH work and
we hope to learn more from this country.
