美国居民的定义是什么？什么才算是合法的美国居民？为什么我一个人入美国边境总有麻烦？是某些美国海关官员的知识技术水平有待提高，还是我得去整容？是某些美国海关官员假公济私，还是我的英文水平有限？为什么？为什么？大家都说美国是个民主公平自由的国家，可我觉得某些美国海关官员不是把入境的人当成是非法的就是当成恐怖分子来看待。
唉～～人生需要度过无数个关口，才能最终完成自己生命的过程。度过每一个关口都需要勇气和坚强，直到心平气和地等待死亡的来临。
2010年7月19日中午，我结束了长达6天的”跟得夫人”职责，机场吻别了恐龙童鞋（欧洲的工作还在继续），一个人先从瑞士苏黎世飞美国华盛顿市再转机飞回洛杉矶。美国united
airlines的航班本来就不舒服，9个半小时的颠簸，终于降落美国华盛顿市。繁琐的入境，拿行李，过海关，再托运行李，再安检，再候机。若不是世界上有坏人也有好人，若不是有两个小时的转机时间，我想我的旅程将更富戏剧性。哈哈～～
话说，经过9个半小时的颠簸，人已精疲力尽。第一次在美国华盛顿市机场转机，跟着指示牌，左转右转也来到了转机入境大厅。厅不大，但人是满满的。十几个海关柜台，但只分两条队伍排队。一条牌子写着“US
citizen,
resident美国公民和居民”。另一条牌子写着“visitor参观访问者”。（若在洛杉矶入境，有些通道会为拿加拿大护照和美国护照一起开通。但华盛顿市似乎没有对邻邦加国的友好欢迎）
每次与恐龙童鞋入境，我们都是走“US
Resident美国居民”通道的。在没经历这次的阻滞之前，在没上网查找美国居民的定义之前，我脑子里的美国居民定义是：拿合法签证居住在美国的，正在申请办理美国绿卡Permanent
Resident的过程中的，在美国有合法工作的，有合法居住权的。
经过一个小时缓慢的流动，我终于来到了选择海关柜台的前面。见一华裔面孔的海关官员，我错误地选择了他。走到他的柜台，递上我的加拿大护照和我的H4签证，还有必须填写的i-94表。
他面带藐视地翻了翻，然后大叫，“你的绿卡在哪里？"
我解释说，“ 我丈夫在美国工作，他有H1工作签证，我有H4家属签证。我们是合法居住在美国。”
他继续不耐烦地叫着，“你没有绿卡，你不是美国居民，你去重新排参观访问者的队伍。”
我继续和气地与他争辩说，“我们已经在美国住了三年，正在办理绿卡的过程中。每次过境，我们都是排美国居民的队伍。”
他见我与他争辩，更加没好气地说，“没有绿卡就不是美国居民，有些人住了几十年都没有绿卡，所以也不是美国居民，都得去排参观访问者的通道。”
我相信这不是事实，但想起博友“二牛他娘”在加拿大边境与海关争辩，被机关枪架着关黑房的事件，我软了下来。
“算我误解了，排错了队，看在我排了一个小时，又要转机的分上，能方便给我办理吗？”
“不行！！你说得越多，越耽误你自己的时间，你去重新排参观访问者的队！！”
我知道再与这种喝着纳税人的血，拿着公章自以为掌握大权的人争辩下去是没用的。拖着随身行李，我朝一望无边的“参观访问者”队尾走去。
不愤！我就是不愤！！排了一个多小时，难道就白排了？不行！掉头，我走到“参观访问者”的队伍前面一位拉丁裔的管理员身边，告诉了他我错排了队伍，正在赶机，希望能尽快过关。他一看我加拿大的护照，立刻呼他身边的一位华裔同事，“伙伴，加拿大的。”
心想，完了，又是一个华裔。
世界需要平衡才会和谐。当一件坏事发生，接下来的必定会有件好事的来临。当你遇到一个坏人，接下来有50％的机会会遇到好人的。哈哈～～
这位华裔的管理员小伙子，一听我的解释，就把我领到了“参观访问者”的队伍前面，一位年轻美丽的西人女海关关员接待了我。熟练地翻看了我的资料。问我离开美国几天了？扫描指纹，拍头像，盖章，过境。就这么“简单”，我又回到了美国。至于华盛顿市机场突降暴雨，飞机误点一个多小时，在洛杉矶机场等行李半个小时，等等，都成了小菜一碟，不那么重要了。哈哈～～
A United States Permanent Resident
Card, known informally as
a green
card (due to the
color of some earlier variants), is
an identification
cardattesting to
the permanent
resident status
of an alien in
the United
States of America. Green
card also refers
to an immigration process of becoming a permanent resident. The
green card serves as proof that its holder, a Lawful Permanent
Resident (LPR), has been officially granted immigration benefits,
which include permission to reside and take employment in the USA.
The holder must maintain permanent resident status, and can be
removed from the United States if certain conditions of this status
are not met.
Green cards were formerly issued by
the Immigration
and Naturalization Service (INS). During a re-organization
process, that agency was absorbed into and replaced by
the Bureau
of Citizenship and Immigration Services (BCIS), part of
the Department
of Homeland Security (DHS). Shortly after that
re-organization, BCIS was renamed
to U.S.
Citizenship and Immigration Services (USCIS), which still retains the
responsibility for issuing green cards.
An alien with a green card application can
obtain two important permits while the case is pending after a
certain stage is passed in green card processing (filing of I-485).
The first is a temporary work permit known as
the Employment
Authorization Document (EAD), which allows the alien to take
employment in the United States. The second is a temporary travel
document, advance
parole, which allows the alien to
re-enter the United States. Both permits confer benefits that are
independent of any existing status granted to the alien. For
example, the alien might already have permission to work in the
United States under an H-1B
visa.
Resident Alien definition
A foreigner who is a permanent resident of the country he or sheresides, but does not have citizenship.
Resident and nonresident aliens have different filing advantages and disadvantages. For example, a resident alien can use foreign tax credits, where
as a non-resident cannot. But on the other hand, a non-resident alien pays very little US tax on their income earned outside the US.
有了以上这些资料和定义，我更加坚定了我是对的。我暂时没有绿卡，不属于美国永久居民，但恐龙童鞋的H1和我的H4签证，代表我们正在办理绿卡的过程中，可以合法地拥有美国居民的权利。而机场的海关通道只写着“US
Citizen and Resident美国公民和居民”，而并没有写“US Permanent Resident美国永久居民”，所以我并没有排错队伍！！！！！！！！！
