Not everyone enjoys a challenge. Nor is everyone skilled at building bridges to achieve common goals. But one person with a proven track record at doing just that is Chelsea Turner, Director of Government, Regulatory and Operational Affairs at the Connecticut Lottery Corporation (CLC). With over sixteen years of lobbying experience, she has successfully built coalitions across party lines and formed alliances on a broad range of issues in Connecticut. And it just so happens that the gaming industry is an area where change is ripe and where there is spirited bipartisan debate, so Turner felt right at home when she joined the CLC in 2010.

“I am fortunate to have a terrific team and Chelsea Turner, like all of my managers, gives 150 percent back to the state of Connecticut every day,” said Anne Noble, the Lottery’s President and Chief Executive Officer. “For example, Chelsea has transformed our culture around responsible gaming from a high level philosophical vision to a much broader program with a far more practical approach. Her positive attitude, collaborative leadership style and enthusiasm make a difference wherever she goes and in whatever she does. Her extensive background in government affairs is indispensable as the gambling regulatory environment evolves on a state and federal level. Her willingness to confront and tackle tough issues is balanced by a kind and empathetic spirit. She is an important part of the talented group of employees I have here in Connecticut.”

 

Turner’s role at the Lottery is extensive – she oversees and manages government affairs at the local, state and federal level and is also responsible for social responsibility programs and the purchasing, claims and warehouse operations. “Working here has been an excellent place for me to grow,” she said.

 

Before joining the CLC, Turner served as Director of Policy and Legislative Affairs for Governor M. Jodi Rell, and before that spent eight years lobbying for non-profit organizations at a private firm, including working on the groundbreaking Love Makes a Family campaign that eventually led to legalizing same-sex marriage in Connecticut. She has a Bachelor of Arts from Bates College in political science and women’s studies, and a Master in Public Administration from the University of Connecticut.

Turner and her partner, Tory, have two boys – Silas (age three) and Jasper (age six) and reside in West Hartford, Conn. They enjoy kayaking, skiing, running, baseball and softball, and this year Turner completed her first season coaching Little League t-ball. They hope to live abroad some day.

 

Turner serves on the board of AIDS CT, and is a member of the Connecticut Woman’s Council, a business networking organization. She has volunteered and worked for countless Connecticut political campaigns.

Why did you join the Connecticut Lottery Corporation?

 

Because I actually loved the lottery! Before I was employed here, I played Classic Lotto regularly. I was your non-traditional player, because I was in my thirties and played a very mature draw game. I played two sets of numbers every Tuesday and Friday, and I would even make advance purchases so I wouldn’t miss a drawing. The most I ever won was probably $75, but I certainly had fun playing and dreaming.

 

Another reason I joined the CLC is that gaming is a challenging regulatory issue – it doesn’t fall neatly on either side of the political aisle and there is a natural distrust for gambling expansion. I have worked in government relations for sixteen years, and the policy issues I am most proud of tend to be the most controversial ones, the ones that needed support from both sides. My background is building coalitions or teams to help create new laws when old ones no longer serve our community’s best interests, so I thought the lottery position would be a nice fit.

 

What does your background in lobbying and governmental affairs bring to the CLC?

 

When I first started working here, I quickly learned that most legislators were not familiar with the Lottery’s operations and success. My background in government relations is helpful because I am able to provide accurate information timely and help to keep them engaged and informed. I’d also say that building relationships and coalitions is a key component of my job. Each year, just like in other states, there are thousands of bills introduced. I literally track hundreds of bills, not just on gaming policy, but on issues that might affect our vendors, our retailers or our employees – for example, changes to gas taxes, procurement policies and freedom of information laws.

How did you help change what legislative folks know about the Lottery?

 

It is important that all stakeholders know us when a question comes up from a constituent or we need to pass legislation. I started inviting legislators to our offices, and, to date, we’ve had over 100 legislators visit, one at a time. We help educate them about what we do and who we are. These visits are an opportunity to have a conversation with legislators about various gaming issues. It has been a much better way to build relationships than a quick five minute conversation in the crowded halls of the Capitol.

 

These visits are also a helpful way to showcase all the good work of the CLC. We are not just committed to raising money for the good causes of the state of Connecticut; we are about good corporate citizenship. For example, one of my favorite things to show legislators when they visit is our instant ticket dispenser recycling room. Instead of buying new dispensers when they get dirty and dinged up, we run them through a special dishwasher and recycle them back into the market – they look brand new. So for the cost of a $400 dishwasher installed into a large maintenance closet, we have saved the corporation a quarter million dollars over about a five-year period and contributed less to our landfills.

 

What are the biggest challenges lotteries now face on the legislative and regulatory fronts? And what should lotteries be doing to meet these challenges?

 

My career has been built working on issues that are at the forefront of change and have a substantial social impact. While I did not know it when I started, I have come to understand that gambling is at a turning point. On both a state and federal level, we are on the cusp of change as we consider the scope of permissible internet gaming, the jurisdiction and authority of states, tribal governments and commercial entities, and the regulatory framework in which retailers operate to sell our products. We will meet the challenges by staying informed by building appropriate coalitions by recognizing the importance of business principles, and by leveraging technology, all within a socially responsible regulatory and commercial framework.

 

You are deeply involved in the company’s corporate responsibility program. What should be the key elements of a lottery’s responsible gaming program, which falls under this umbrella at the CLC? How do you make a difference?

 

First, build a team. While we always had a commitment from the top in regards to social responsibility, my challenge was to integrate the vision across all departments at all levels and frame a context in which to build our responsible gaming programs. Our social responsibility program now includes responsible gambling, supplier diversity and inclusion, pro-business initiatives and green initiatives. We currently have over twenty-five employees who work on these programs.

 

Second, become accredited. The World Lottery Association has a stringent accreditation process, and NASPL is working on developing a similar framework in conjunction with the National Council on Problem Gambling. Going through an accreditation process is helpful because a lottery can assess its current capabilities, identify the gaps in its program, and set concrete goals.

 

Third, create campaigns. When I started working on social responsibility, we had a successful responsible gambling holiday campaign in place, and we also actively participated in problem gambling awareness week. Today we continue to build upon those efforts. But we have also added responsible gambling awareness campaigns during September and June to coordinate with the start and end of the school year. We collaborate with the Connecticut Association of Boards of Education and the Connecticut Association of Public School Superintendents for those campaigns to educate teachers, parents and kids about the helpline and the fact that lottery tickets aren’t suitable for kids.

 

Fourth, recognize that one size doesn’t fit all needs. We are currently partnering with a multicultural ad agency to develop a retailer responsible gaming video that will more easily speak to all of the vendors that commit their time and energy to sell our products and serve our players.
