【程阳曰】亚太彩票协会，是世界彩票协会各大洲协会中，组织最松散、交流最贫乏、几乎名存实亡的组织，甚至不能有效地像其他洲际组织自己的刊物与日常交流。亚太地区国家间，历史的恩怨、政治与外交的梗阻、语言的障碍，深深地影响着该地区彩票业的交流。特别是在目前波光诡异亚太时局大背景下，赴会与否、如何赴会考验着中国彩票人的政治智慧。

【背景】暹粒（xiān lì）是柬埔寨暹粒省的省府，位于金边北方约311公里处，距离泰国边界只有152公里，人口大约有8000人。与喧嚣的金边相比，这里显得安静而安全。令世界各地的旅行者对这座不起眼的小城趋之若鹜的是被列为世界七大奇迹之一的吴哥窟。
