据韩国财政企划部资料,2010年韩国彩票有412亿韩元奖金无人认领。弃奖最多的是五等奖,共有255.26亿韩元奖金弃奖,约占总弃奖金额的62%。韩国彩票的兑奖期为半年,弃奖奖金进入公益金,从今年7月起兑奖期延长为一年,预计弃奖有可能会减少。此前韩国彩票弃奖最多的一年是2006年,有580亿韩元奖金弃奖。
It appears that some people can have all the luck in the world and still find ways to wind up losers. According to a Strategy and Finance Ministry report, last year alone players of the national lottery, Lotto, failed to cash in 41.2 billion won (about $37 million) worth of winning tickets.
Through the five years to 2010, the total amount of unclaimed payouts reached a staggering 270 billion won as lottery players frequently allowed their lucky tickets to turn into worthless scraps of paper.
The lottery is a business that feeds on unrealistic expectations and disappointment, and this also has much to do with the mountain of unclaimed lottery winnings, government officials say. Nearly 62 percent, or 25.5 billion won, of the unclaimed prize money last year came from fifth-place tickets that each offered a modest 5,000 won payout, suggesting that many of the winners didn’t care enough to cash them in.
For some, it was their worst nightmare coming true _ winning a big jackpot but losing the ticket. Three first-place winners last year failed to claim their payouts that averaged 2.08 billion won, a brutally frustrating setback after beating odds of more than 8 million to 1.
Winning lottery tickets expire after six months and the unclaimed money becomes government funds for public projects. As the expiry period has been extended to one year since July, the amount of unclaimed cash prizes is expected to decline.
``There will always be players who don’t know they are holding lucky tickets as well as those who neglect them near the bottom of paper piles or trash bins. They would probably be speculating `what might have been’ for the rest of their lives,’’ said an official from the finance ministry’s national lottery committee.
``To some lower-place winners, 5,000 won just isn’t worth the hassle to cash them in. We have to say that unclaimed lottery winnings have been a significant part of our income, ranging from around 40 to 50 billion won every year.’’
The 41.2 billion won in unclaimed lottery winnings last year was the highest since 45.5 billion won in 2008, when six first-prize winners didn’t come forward. The all-time high in unclaimed lottery winnings was 58 billion won in 2006, when there were also six first-place winners who failed to collect their winnings.
