Lotteries inside and outside of Italy


What is a lottery? A lottery is a popular form of gambling which involves the drawing of lots for a prize. Some governments forbid it, while others endorse it to the extent of organizing a national lottery. The first signs of a lottery are followed back to the Han Dynasty between 205 - 187 B.C.!

How we have proof is because ancient Keno slips were discovered. The lottery has helped finance major projects such as the Great Wall of China.

 


    There is also risk to the organizer if insufficient tickets are sold. The prize may be a fixed percentage of all receipts. Lotteries are most often run by a government or by the local state and are sometimes described as Regressive Tax - since those most likely to buy tickets will be the less affluent members of a society. Playing the lottery is voluntary, but it is intended to suggest that lotteries are governmental revenue - raising mechanisms that will attract only those people who fail to see that the game is a very bad deal. This game is played on Sundays. This game is Italy's horse race game. There are six games and the horses are divided into three groups; 1, x, 2. For every race you need to mark the order of arrival. You have Corsa (Race) 1 - 12 and group °1 and °2. In box "A" you need to choose that horses number of arrival: 1, x, or 2. AT the bottom of the card you have the "Corso X" here you choose the horses that you think will come in first or second place, choosing only two.

This lottery you can compare to the "Big Game" in the United States or the "Power Ball" lottery.

Well, this is Italy's PowerBall! You can choose six numbers from 1 - 90. And you may play the "SuperStar" your lucky number. All you need to do is play the six numbers for SuperEnalotto and the computer will automatically choose a superstar number for you if you check the box in the star on the superEnalotto playing card. You may choose your own numbers or you may pick a pre - made card already having 6 numbers marked off.

SuperEnalotto is a lottery that has been played in Italy since 3 December 1997. Draws take place on Tuesdays, Thursdays and Saturdays at 8:00 PM. The jackpots won are among the largest in the world. On May 4, 2005, a jackpot worth €71,767,565.57 (US$ 94,804,954.12) was won by a single ticket shared by ten customers at a bar in Milan.[3] For over three years, this was the game's largest jackpot. This was later broken by a prize of €100,756,197.30 (US$ 129,753,830.88) which was won by a single ticket on October 23, 2008 in Catania. A record breaker prize of €147,807,299.08 (US$ 211,807,859.58) was won on August 22, 2009 by one ticket holder in Bagnone (Toscana).[4]

 

 

The Mega Millions game played in the United States with six numbers also. It used to be called the "Big Game" until May, 2002 when it was changed to Mega Millions. The very first ticket was sold on August 31st 1996. During that time you could only play in: Massachusetts, Michigan, Maryland, Illinois, Georgia and Virginia. So those that lived outside had to find the closest state and run across the borders to play. It is played with two pools of numbers with five different numbers from 1 - 56 and one number from 1 - 46. You win by selecting all six numbers in one drawing. If you win, you may choose between annual payments over a 26 year period - which is 38,500 every year for every million won (that is before taxes of course), or you may be paid in a one time lump sum.

The Powerball lottery is very similar to the Mega millions game where you have to choose 5 numbers from 1 through 55 and the powerball (which is the sixth) out of 1 - 42 numbers. Starting in 1988 as "Lottery America" the name was officially changed on June 8th 1996 - perhaps in competition with the Big Game? Thus a marketing strategy?

Once a year Lotteria Italia comes out around Oct - November and the numbers are extracted around the 6th of January which happens to fall on the holiday of the Befana. These cards are already set with a series of numbers winning or not! There are scratch and wins also on the card.

This game is presented on the same playing card as the Totogol. The cost for this game is 1 euro. The extractions are done every Sunday and every other Wednesday at 8:30 p.m.

There are fourteen games printed on the playing card and may be played by columns - 2 columns is the minimum and the cost is .50 per column. For every game played correct the player receives 1 point. There are 3 winning categories: 14, 13 and 12. If you miss one the jackpot is added to and keeps accumulating and keeps growing. They also offer the possibility to win prizes before the soccer game starts. The prizes start at 100 euro and are assigned quickly after the game card is purchased so you can check to see if you won without hesitation! This game consists of 14 different games presented in a little box and numbered 1 - 14.

You may choose between four possibilities: "01" equal to zero and for 1 goal, "02" for 2 goals made, "03" for 3 goals, and "04" for four or more goals. The games to play are pre - chosen with the tiny boxes in black. You must play a minimum of 2 columns which is .50 a column.

LEGISLATION

 

No central gaming act exists in Italy; several laws and ministerial decrees regulate the Italian gaming market. The state, through the Independent State Monopolies Administration (Amministrazione Autonoma dei Monopoli dello Stato; AAMS), issues licenses to private operators that act as agents of the state, and supervises them. The AAMS, established in 2002, sets certain boundaries to regulate all types of gaming, but it has, for example, no direct influence on the percentages of prize money and there are no restrictions on advertising and marketing.

 

Revenues of gaming in Italy are destined for the public benefit and the operators themselves. The majority of the revenues goes to the state treasury and a part goes to the Ministry of Heritage and Cultural Activities, the sports sector, the horse racing sector and some smaller cultural and social activities.

 

Currently, two lottery operators are active at the Italian gaming market:

The type of games that they offer at the national level are: Gioco del Lotto (lotto game), Superenalotto (based on the outcomes of the Gioco del Lotto), gaming machines, bingo, instant lotteries, traditional lotteries, sports betting and horse race betting. The monopoly of the state on gaming is derived from a gambling law from 1948. The Ministry of Finance was responsible for the supervision and the management of the lotto and the AAMS for the national lotteries until the beginning of the 1990s.

 

CHARITY LOTTERIES

 

It is not allowed for non-profit organisations to arrange lotteries to raise money for good causes. As far as we know, no Italian lotteries exist that meet the criteria of a charity lottery. The lotteries mentioned below do, however, distribute part of the sales to good causes.

 

LOTTOMATICA

 

In 1993 the lotto game Gioco del Lotto was outsourced by the AAMS to Lottomatica, one of the largest lottery operators in the world. In 2003, the instant and traditional lotteries were also transferred and are now exclusively operated by the Consorzio Lotterie Nazionali, a consortium that includes Lottomatica. In addition, Lottomatica also exploits horse race betting and sports betting.

 

 There are two types of lotteries in Italy, both exploited by Lottomatica; the instant lottery (scratch cards, Gratta e Vinci) and the traditional, passive lotteries. A maximum amount of 13 drawings a year is fixed for the traditional lotteries. The Lotteria Italia, on the 6th of January, is the most important lottery draw of the year. The 13 national drawings are all connected to historical, artistic, cultural or other local events.

 

The most popular Italian game, the Gioco del Lotto, has the biggest market share. The game has three drawings a week. The revenues of one of these drawings are destined for the Ministry of Heritage and Cultural Activities which distributes the funds to various projects, with a maximum of 150 million EUR a year.

 

In 2008, the total sales of the Gioco del Lotto and the scratch tickets amounted to 15,1 billion EUR, of which 5,9 billion EUR came from the lotto game and 9,1 billion EUR from the scratch cards. Traditional lotteries amounted to 705.2 million EUR and sports betting wagers to 144.7 million EUR. In 2008, 10,489,951 EUR was contributed to sports, culture and social projects (less than 1% of total sales).

 

Fifty percent of the sales of the traditional and instant lotteries and the lotto is paid out as prize money. The retailers receive 8% of the sales. Of the sales of the Gioco del Lotto, 29% goes to the state treasury, 7% goes to Lottomatica and 6% is paid as gambling tax. The Consorzio Lotterie Nazionali receives 12,4% of the sales of the lotteries and the AAMS receives a 2% fee. For more information visit: www.lottomatica.it (Italian only)

 

Sisal

 

Sisal offers a range of game products: Superenalotto (a number lottery), horse race betting, sports betting and show events betting. Since the end of the 1990s Sisal has obtained the authorisation to manage these gaming activities. Sisal has 19,000 points of sale throughout the country and paid 1,2 billion euros out as prize money in 2006. A large share of the revenues goes to the treasury, the horse racing industry (UNIRE) and the Olympic Committee (CONI). More recent information was not found. Prize pay out of Superenalotto is 38% of gross revenues, the retailers get 8%, 6% is gambling tax and 5% goes to Sisal. For more information see: www.sisal.it
