Pacific Lottery Corporation is a Canada-based, development-stage company that is principally engaged in the research, development and manufacture, operation, management and preparation to provide an online lottery technology to Vietnam. The Company’s efforts are focused on the final stages of delivering the online systems for the Ha Noi National Lottery. As of September 12, 2007, Pacific Lottery Corporation announced that its wholly owned international subsidiary, Emerging Market Solutions International Inc., entered into a 10 year comprehensive technology supply and services contract with the Vietnamese Government-designated online lottery agency, the Ha Noi Capital Construction Lottery Company Ltd. (HCCLC).

New Vietnamese Government Lottery Launched Using Pacific Lottery
Corp.'s Next Generation On-Line Lottery Technology

Pacific Lottery Corp. announced the successful commercial launch in
Vietnam
of a new Government owned and operated lottery program exclusively
using the Corporation's next generation on-line lottery technology,
launch activities included the sale of several newly designed
on-line lottery games in association with marketing programs
including nationally televised TV commercials. Lottery sale
transactions occurred flawlessly throughout the newly installed
State authorised retailer network using the Corporation's
proprietary National On-line Lottery Central System incorporating
innovative PLC Gold lottery terminals, central system software and
game technology. This launch establishes the only government
sanctioned on-line lottery retailer network in Vietnam. As part of
this new lottery program, several exciting on-line lottery games
have been introduced including, for the first time ever, an on-line
version of Vietnam's traditional and popular 5 digit daily lotto
game. As well, the new lottery program is offering an exciting
specially customised daily lotto game, the Thanh Thai 4. These
customised lottery games are being offered to the local Vietnamese
population in conjunction with other global industry standard daily
Lotto and bi-weekly Lotto 6/36 games.

Successfully Completes Delivery and Installation of Its Next
Generation Computerized On-Line Lottery Technology in Vietnam

Pacific Lottery Corp. announced the successful completion of the
inaugural phase of the installation of its proprietary National
On-line Lottery Central System, with accompanying new PLC Gold
On-Line Lottery Terminals to Vietnamese State authorised lottery
retailers, in accordance with its recently signed exclusive ten
year On-line Lottery technology supply and services contract.
Additionally, the Corporation is continuing its ongoing training of
State authorised retailers in conjunction with promotional
programs, marketing and other advertising related activities. These
activities are locally disseminating information about Vietnam's
new On-line Lottery, which will offer to the general Vietnamese
public several different customised daily and weekly numbers games
along with some standard Lotto games. Further, these marketing and
promotional activities are increasing in scope and frequency in
anticipation of the official launch, which is expected shortly.
Finally, continuous expansion of the On-line Lottery retailer
network (incorporating Vietnam's only authorised On-line lottery
program) is expected to continue on the pre-agreed and mutually
established schedule.
Pacific Lottery Corp. Begins Delivery
and Installation of Its Proprietary Lottery Terminals in
Vietnam

Pacific Lottery Corp. announced that it has begun the delivery and
installation of its proprietary and innovative Lottery Terminals to
authorised Lottery retailers in Vietnam, in accordance with its new
ten (10) year exclusive technology supply and services contract.
The Corporation expects to deliver these innovative Lottery
Terminals to pre-authorised lottery retailers over the course of
the next few weeks, until the start up network minimum of 200
lottery retailers required for launching of the new online lottery
system is achieved and thereafter on a continuous program schedule
until market saturation is reached. The delivery of the Lottery
Terminals is in furtherance of the Ha Noi Electronic Corporation
(HANEL) manufacturing subcontract with the Corporation to produce
under exclusive license the initial 600 Lottery Terminals; being
part of the Corporation's larger installation plans for a market
that is generally acknowledged will require several thousand
Lottery Terminal outlets before market saturation is achieved.
