【考试题目】

Some people think governments should spend money on measures to save languages with few speakers from dying out completely. Others think this is a waste of financial resources. Discuss both views and give your opinion.

 

【话题分类与题型】

本题是新题，为语言文化类话题与政府决策类话题的结合。题型仍为Argumentation/ Discursive 强制双边。

 

【话题评价】

这个貌似的新题其实仍然是个老题的变题，语言文化类部分就是要不要保护语言，政府决策类话题就是政府要不要进行投资。如果考生熟悉这两种话题的写法，那么写这篇文章的时候只要进行组合一下就可以了。

政府决策类的题库中，有一大部分题目是围绕政府是否应该对某个行业进行拨款资助来进行的。这些话题往往与其它类别的话题都有结合。例如：与环保类话题结合：要不要保护环境，要不要为动物保护提供资金；与教育类结合：要不要为大学生的学费买单：与科技类结合：科学研究到底是政府还是大公司来承担，是否要进行太空探索；与工作生活健康类话题结合：是否应该为个人的医疗服务买单；与文化艺术类话题结合：是否应该资助音乐家和艺术家。题库中的其它话题还包括：是否应该资助体育运动员，是否应该投资道路建设。今天的题目是政府决策类与语言文化类话题结合，即政府是否应该出资保护语言。这类题目写法有一定的相似性，建议考生将这些相关的话题合并复习。

【结构与思路】

这个题目是语言文化类和政府决策类两种话题的结合，因此本题只要这两种题型的写法合并起来就可以了。前半段讲濒危语言保护的重要性，政府投资保护小语种的意义和优势；后半段讲政府投资的缺点（浪费纳税人的钱，这一点是几乎所有的政府类话题通用的），政府保护也有局限性（保护语言重要的是让更多的人使用，而非投资）。最终的结论是政府投资固然有帮助，但是也应该采取其它措施，诸如制定政策来鼓励更多的人说这些小语种。

 

I.              Introduction：

1.   背景：全球化的使得文化间的联系空前地紧密，但是与此同时也威胁了那些少数人使用的语言的生存。Globalisation has been bringing the world closer than ever before. However, it poses a serious threat to the survival of minority languages, which are spoken by few people.

2.  主题：因此有人提出政府应该承担起保护这些小语种的责任，但是反对者则认为这会给政府施加沉重的经济负担。Therefore, some raise the idea that it should be the government that should shoulder the responsibility of preserving these minority languages, while critics maintain that it will impose a heavy financial burden to the government.

3．观点：我个人认为，政府出资固然有效，但是也要依靠其它的措施。From my perspective, while government funding is effective to some extent, other measures should also be taken.

1. 重申观点： 政府出资保护语言固然是应该的，但是也应当以保证人民的生活为前提。Government funding is indeed essential for language preservation, but it should be based on the premise that people’s basic requirement are satisfied.
2. 提出建议： 小语种的保护不仅应当靠政府，也要通过媒体、社会、学校和人民的共同努力。The preservation of minority languages depends upon not only the financial support of the government, but also the joint efforts of mass media, schools, people and society as a whole.

Admittedly, tourism damages the natural environment in some minority regions and spoils the peaceful life of them to some degree due to their frequent activities in the minority regions, the environment being deteriorated in some regions, which is not what we expected. (42 words)

Generally, the popularity of English and tourism brings more advantages than damage to the minority regions, since it has enriched people’s knowledge and widened their horizons. But meanwhile, we should be on the alert for the damage to the minority regions and take effective means to tackle the problems tourism arouses. (49 words) (316 words totally)
