软件正版化是政府软件采购的一根“大棒”，横扫下去，谁心里面都害怕。为什么？

         2月25日，英国政府最近决定，对于通信、信息技术的政府采购将实行“免税标准”。那么，什么通信、信息技术产品可以享受“免税标准”呢？只有满足“开放标准”的通信、信息技术产品才能享受“免税待遇”。说白了，如果你的产品符合“开放标准”，在英国政府采购中，该产品即可享受“免税”。这无疑大大增加了符合“开放标准”信息技术产品的市场竞争力。

         何谓“开发标准”呢？英国政府规定的“开放标准”必须符合以下5个条件：

         1、result from and are maintained through an open, independent process;

         2、are approved by a recognised specification or standardisation organisation, for example W3C or ISO or equivalent. (N.B. The specification/standardization must be compliant with Regulation 9 of the Public Contracts Regulations development approaches and on a number of platforms.2006. This regulation makes it clear that technical specifications/standards cannot simply be national standards but must also include/recognise European standards);

        3、are thoroughly documented and publicly available at zero or low cost;

        4、have intellectual property made irrevocably available on a royalty-free basis; and

        5、as a whole can be implemented and shared under different development approaches and on a number of platforms.

       大意是说：1、产品的维护过程必须是开放的、独立的（不能只依赖于某一个厂家）；2、符合欧盟标准；3、相关文档必须是公开的（保证低成本取得）；4、相关知识产权必须在免税基础上“不可撤回地”被政府取得；5、产品作为一个整体能够在不同的开发过程中和多种平台上来实现。

         我的意思是说，关于“开放标准”，不论我国政府怎么去定义，微软的Windows和Office总不会符合“开放标准”。那么，微软必须为其缴税，心中还必须服气。但是，英国政府还有一条更为厉害的规定是：（原则上）所有政府部门必须采购符合“开放标准”的信息技术产品，否则，“unless there are “clear business reasons why this is inappropriate”，意思是说，采购不符合”开放标准”的信息技术产品必须要有“Clear bussiness reasons”(“清楚的商务理由”)。......我们的政府机关报批购买微软产品根本不用说明什么”理由“，反而底气十足，“软件正版化‘就是一块”档箭牌“，气死人也！（不能再细说下去，免得找麻烦。）
