该项目建设单位和施工单位签订了工程施工合同。合同规定：钢材、木材、水泥由业主供货到现场仓库，其他材料由承包商自行采购。

当工程施工到第二十三层框架梁钢筋绑扎时，因业主提供的钢筋未到，使该项作业停工14天(该项作业的总时差为0)。10月7日到10月9日因停电、停水使第三层的砌砖停工(该项作业的总时差为4天)。为此，承包商于10月20日向工程师提交了一份索赔报告书，并于10月25日交了一份工期、费用索赔计算书和索赔依据的详细材料。

影响: 造成现场停工，虽然安排部分工人做其他工作，但是仍然有停工；机械造成停工。

要求: 延长工期14天，费用索赔7875元。

其中: 人工停工费在尽量安排工人从事其它工作之后，按补偿的工效差计算。机械停工费考虑是自有设备，仅按折旧台班费计算。本索赔事项双方同意不计取管理费和利润.

证据: 相应的合同条款，施工现场情况记录，工人工资单等证据资料附在索赔报告之后。
