The City and the National Olympic Committee promise to fulfill the obligations and activities stipulated in this contract in a manner consistent with current environmental protection regulations and promoting the sustainable development of environmental protection.

16 · Security 保安

It is the responsibility of the competent authorities of the host country to ensure all aspects of security. The City, the National Olympic Committee and the Olympic Games Organizing Committee shall ensure that all appropriate and necessary security measures are taken to ensure that the Olympic Games are held safely and peacefully.

18· Progress Report of the Organizing Committee for the Olympic Games

The Olympic Organizing Committee shall submit a report in English and French to the IOC Executive Committee every half year on the progress of the preparations for the Olympic Games. The report includes financial details about planning, organizing and hosting the Olympic Games. Starting two years before the opening ceremony of the Olympic Games, such reports should be submitted quarterly, in addition, if requested by the IOC Executive Committee, the Olympic Organizing Committee shall make an oral report and a written report immediately. 19 · Coordination Committee协调委员会
The IOC will set up a coordinating committee to handle the working relationship between the IOC, the International Individual Federations, the National Olympic Committees as one party and the Olympic Organizing Committee as the other party. The committee includes representatives of the IOC, international individual federations and the National Olympic Committee, the organizing committees of previous Olympic Games, the IOC Athlete Committee, the International Committee and (possibly useful suggestions) experts. The task of the Coordinating Committee is to check the work progress of the Olympic Organizing Committee, provide assistance to the Olympic Organizing Committee and exercise other powers granted by the IOC. The Coordination Committee shall meet with the Olympic Organizing Committee on a regular basis. In the event that the Coordination Committee cannot resolve the matter or any party refuses to comply with its decision, the IOC will make a final decision.

20. Mutual assistance between the IOC and the Olympic Organizing Committee, transfer of knowledge, and management of archives and records

As a present in return to the IOC for the Olympic Committee to share its experience and expertise including guidelines obtained from previous Olympic Committees, the Olympic Committee should reimburse the IOC for two Millions of dollars ($ 2,000,000) which will be deducted from the total revenue shared by the Olympic Organizing Committee under this contract two years before the Olympic Games.

The report shall include all information related to the Olympic organization plan in the format required by the IOC a work operation analysis report. The Olympic Organizing Committee shall ensure that the archives related to the Olympic Games are properly kept and managed before and after the Olympic Games, and that the IOC may use all these archives at any time.

Despite the approval of these events, the IOC Executive Committee may reserve the right to change events in the best interests of the Olympic Games. If these changes have a material adverse effect on the financial or other obligations of the Olympic Organizing Committee, the Olympic Organizing Committee shall report to the IOC according to the facts, stating such substantial adverse effects. The IOC should discuss with the Olympic Organizing Committee to deal with such substantive adverse effects in a way that is satisfactory to both parties.

The Olympic Games should be held in the last week of July      and the first week of August.

24 · Olympic venues 奥林匹克场馆
The size, internal facilities and location of the Olympic venues proposed by the City and the National Olympic Committee when applying for hosting the Olympic Games may not be changed without the consent of the relevant international individual federations and the prior written approval of the IOC Executive Committee.

The Olympic Organizing Committee shall formulate a cultural activity plan that designated as the "Cultural Olympics" in the past three years before the Olympic Games, and report to the IOC Executive Committee for written approval in advance. Cultural events should help to the promotion of harmonious international relations and friendships, especially those between the participants and spectators of the Olympic Games, in order to strengthen the connection between sports and culture as the central theme of olympicism. Cultural events should also take into account the IOC's own exhibition activities for which the Olympic Organizing Committee should reserve a part of the seating area for Olympic registered personnel in various cultural events in the City.

Ceremony, Olympic Torch and Torch Relay 仪式、奥林匹克圣火与火炬接力

26· Olympic Torch Relay奥林匹克圣火苗火炬接力

The IOC has all rights related to the use of the Olympic flame and the Olympic torch. Therefore, all issues related to the Olympic torch and torch relay activities include the design, production of the Olympic torch, the lighting of the Olympic torch, all aspects related to the torch relay including the number of people participating in the relay, the provision of routes and equipment, and any cartoons or other activities produced by or designed for the Olympic Games Organizing Committee; should be reported in advance to the IOC Executive Committee for written approval. All parties understand and agree that there can be only one torch relay event related to the Olympic Games. The Olympic Organizing Committee shall provide the IOC with 40 torches with the funding of the Organizing Committee before the opening ceremony of the Olympic Games.

27. IOC's exclusive rights to the Olympic Games; conditional transfer of rights to the City

a) Without limiting any provision of the Olympic Charter, the City, the National Olympic Committee and the Olympic Organizing Committee recognize the Olympic Games (including the rehearsal organized before the Olympic Games under the financial responsibility or sponsorship of the Olympic Organizing Committee) is the exclusive property of the IOC. The IOC has clearly obtained the "City + Year" Olympic logo, regardless of the Olympic logo (viz. the five rings). c) The City, the National Olympic Committee and the Olympic Organizing Committee further agree and promise that if, for any reason, any rights directly or indirectly related to the Olympic Games are for the City, the National Olympic Committee, the Olympic Organizing Committee or Owned by a third party in any form of agreement, all of these rights should be owned by the agency as a trustee on behalf of the IOC's interests, and in any event, as long as the IOC executive committee requests it, the agency at their own expense, these rights are transferred to the IOC in a form and substance satisfactory to the IOC Executive Committee.
