AVIATION SECURITY GUIDELINES FOR PASSENGERS

 

根据民航局法律法规及公司《航空安全保卫手册》等规章，对关于乘客的航空安保注意事项总结如下：

In accordance with the CAAC aviation laws and regulations, as well as the Aviation Security Manual of the Company, the aviation security guidelines for passengers are summarized as follows:

    拒绝运输条件 Refusal and Limitation on Carriage

符合下列条件之一的，公司有权拒绝运输：

The Company has the authority to refuse carriage of any passenger or his/her belongings in any of the following conditions:

 

    国家的有关法律、法规、政策规定禁止运输的人员及危险品、违禁物品；

The passenger, hazardous material, or article is prohibited for transportation by the relevant national laws, regulations or policies;

 

    乘客的行为、年龄、精神或身体状况不适合航空旅行，可能对他人及飞行安全造成危险或危害的；

The behavior, age, or mental or physical state of the passenger is unfit for air transportation and may cause any hazard or damage to others orthe flight safety;

 

乘客不遵守国家法律、法规或首都航空（公务机）乘机安全规定的；

The passenger has failed to observe the national laws, regulations or instructions of the Capital Airlines (Deer Jet Co., Ltd.);

 

乘客拒绝接受安全检查的；The passenger has refused to submit to a security check;

乘客携带违禁、危险行李物品的；

The passenger carries in person or carry-on luggage any prohibited item or hazardous material;

 

其他可能危害空防安全的情况。Other situation that may endanger the aviation security.

说明：对于拒不接受安全检查的乘客或者无法排除疑虑的乘客，机长有权禁止其登机。

NOTE: The captain may refuse the passenger to board the airplane if the passenger refuses to submit to a security check or the suspicion to the passenger cannot be eliminated.

 

    机组的权限 Authority of the Flight Crew

为确保空防安全，机长等相关人员有权采取必要措施，而乘客需服从机组安排：

The captain and the other relevant personnel have the authority to take necessary measures to ensure aviation security, while the passengers shall comply with the crew’s instructions;

 

    机长权限The captain，in performing his duties， may exercise the following powers：

飞行中机长是机上的最高领导，在其职责范围内发布的命令，机组成员和所载乘机乘客都应执行。

During flight, all the flight crew members and airborne passengers shall comply with the instructions given by the captain, who is the top leader on the airplane, within the scope of his/her responsibilities.

 

机长发现飞机、机场安保条件不符合规定，有权拒绝起飞。

Before the aircraft takes off, the captain may refuse to take off if he discovers that the party concerned failed to take the security measures prescribed in the Regulations for the aircraft and/or the airport；

 

出现乘客或行李物品等未经安全检查（免检人员除外）、违规携带危险物品、发现外来人员或物品、收到匿名威胁信息、出现非法干扰或扰乱机组执勤等情况时，机长可以拒绝飞行。

The captain may refuse to takeoff if he discovers any passengers or their belongings are not checked for security (except for the persons who are exempt for inspection), any hazardous articles are brought with against the regulations, finds any unauthorized persons or articles, receives anonymous threatening message, or when there is any interference to the normal work of crew members.

 

飞行中对于任何破坏飞机、扰乱飞机内秩序、危害人员或者财产安全等行为的，机长有权采取必要的适当措施。

During the flight, the captain may take necessary measures of restraint against a person who damages the airplane, disturbs the order in the aircraft，endangers the safety of persons or properties.

 

机长根据实际情况，对是否进行航空保安搜查有最终决定权；乘客等应积极配合。

The captain shall make the final decision for the aviation security search based on the actual conditions, while the passengers shall cooperate actively.

 

飞机遇险时，机长有权采取一切必要措施，并指挥机组人员和乘客等采取抢救措施；所有人员应听从机长指挥。

In case of extraordinary circumstances, the captain can take any necessary actions, and direct the crew members and the passengers to take rescuing actions, while all the persons on board shall follow his instructions.

 

飞行中机长对飞机内下列行为，具有管束权利：

(7) During flight, the captain is authorized to take restraint measurement against the following behaviors:

在飞机上吸烟；Smoke in no smoking area；

打架、酗酒、寻衅滋事；Fight，get drunk，or pick a quarrel and make trouble；

故意损坏或者擅自移动救生物品和设备；

Damage deliberately or move without authorization lifesaving articles or appliances；

 

危及飞行安全和扰乱飞机内秩序的其他行为。

Commit other acts endangering flight safety and disturbing the order in aircraft.

    航空保卫员职责（如配有） Roles and Responsibilities of the Air Security Officer (if appointed)

 

航空保卫员在执行任务时，可以行使以下权利，乘客等应配合相关工作：

The air security officer，in performing his duties， may exercise the following powers, while the passengers shall cooperate:

在必要的情况下，有权查验乘客身份证件等；

Check the ID of the passengers when necessary;

 

制止危害航空安全的行为，对扰乱航空器内秩序、不听劝阻的人员，有权采取管束措施；

Stop any behavior that endangers the flight safety, and take necessary measures of restraint against a person who disturbs the order in the airplane and disregards any warning;

 

(3) 有权对怀疑的行李物品或人员身份证件进行检查； Check any suspicious luggage or ID;

(4)有权处置飞机上发现的爆炸物、燃烧物和其它异物。

Dispose any explosive, comburent or other foreign objects observed on the airplane.

 

    飞行中的安保要求 Security Requirements During Flight

驾驶舱的安全保卫Security of the Cockpit

驾驶舱作为飞机关键部位，除下列人员外，严禁任何人员进入飞行中的航空器驾驶舱:

As a critical part of the airplane, any person is prohibited to enter the cockpit during flight except the following:

 

本次航班执行任务的机组成员； The crew member on duty for the flight;

得到机长允许并且其进入驾驶舱对于安全运行是必需或者有益的人员；

The staff whose entryinto the cockpit is approved by the captain and is believed to be necessary or profitable for the security operation;

 

经机长同意，并经公司领导或01批准的其他人员。

Other staff authorized by the captain and approved by the senior managersof the airlines or the manager on duty.

 

机组有权对不听劝阻、企图强行进入驾驶舱的人员采取管束措施，以确保飞行安全，并待飞机降落后移交机场公安机关处理。

The flight crew may take necessary measures of restraint against those who tries to break into the cockpit and disregards any warning to ensure the flight safety, and transfer the person to the airport police after the airplane is landed.

 

便携式电子设备的禁用和限制

 Prohibition and Restrictions for Using Portable Electrical Devices

 

民航法规严格限制在飞机上使用电子设备，以防止干扰机组通讯。下列为本公司关于使用手提电子设备的要求：

The civil aviation law has put strict restrictions on the use of a portable electronic device on board, where the device may impair the communication of the flight crew. The airlines’ requirements for use of the portable electronic devices are listed as follows:

 

任何时候，不能开启和使用以下设备：

The following devices are not allowed to be turned on or used at any time:

    移动电话、对讲机、遥控玩具和其他带遥控装置的电子设备等

Mobile phones, walkie talkies, remote controlled toys, and other remote controlled electronic devices.

 

当飞机在停机位、滑行、起飞、爬高进近和着陆过程中，不允许使用个人计算机，包括鼠标器、收音机、CD播放机、视频录放机、电子游戏机、VHF扫描接收机等。

When the airplane is at the gate, or during taxi, takeoff, climb, approach and landing, the laptop computers, including the mouse, radios, CD players, video recorders, video game consoles, VHF scanning receivers are not allowed to use.

 

允许使用助听器、心脏起博器和其它体内医疗设备、电子表、剃须刀、可接受的个人使用的维持生命装置、公司所安装的设备（如：电话/视听设备等）。

Use of audiphones, cardiac pacemakers, as well as other embedded medical devices, electronic watches, electrical shavers, acceptable personal life support unit, and devices installed by the airlines (e.g. telephones/AV equipment) are allowed.

 

在飞行期间，当发现存在电子干扰并怀疑该干扰来自机上乘员使用的便携式电子设备时，机组有权制止乘客继续使用；对于不听从劝阻的情况，可强制其关机，或对其设备暂时予以扣押，保存，并按非法干扰的处置程序进行处理。

During flight, if electronic interference is observed and is suspected to be originated from the portable electronic devices used by any person on board, the flight crew may stop the usage of the devices; if the person refuses to comply with the instruction, the crew may compel the person to turn off the devices, or temporarily detain and preserve the devices, and dispose in accordance with the unlawful interference disposal procedures.

 

    乘客行为要求 Requirements for the Passengers’ Behavior

乘客应遵守客舱安全要求，具体如下：

The passengers shall comply with the cabin security requirements, as follows:

 

不得对机组进行言语威胁，或发表威胁言论；

The passengers shall not threat the flight crew orally, or give any threatening comments;

 

配合机组开展证件查验、物品检查工作；

The passengers shall cooperate with the flight crew in ID checking and article inspection;

 

对于在客舱内酗酒滋事、打架斗殴、吸烟（包括“如烟”）不听劝阻等扰乱秩序行为，机组有权及时制止；制止无效的可采取临时管束措施。

The flight crew may stop a person who are drunk and disorderly, fight, or smoke (including smoking the E-cigarette) in the cabin, and take temporary measures of restraint if the person disregards any warning.

 

违反规定开启或损坏机上应急设备（应急舱、门、梯等设施，救生衣、灭火器、急救包箱等设备物品）等情况的,机组应及时制止、消除危害，并对行为人进行教育，严重的可移交机场公安机关处理。

The flight crew may prevent the person from opening or damaging the airborne emergency devices (including emergency compartment, fire extinguisher, first aid kit, etc.), defuse the harmful situation, and convince the person who conducted such actions, and transfer the person to the airport police if the circumstance is severe.

 

不得携带管制刀具、武器等凶器，否则，机组有权采取必要的强制性措施，并进行取证。

No constrained knife wares or weapons are allowed to be broughtwith; otherwise the crew may take necessary forcible actions and take evidences.

 

遭遇非法干扰的处置 Disposal for unlawful interference

如航班遭遇非法干扰等紧急情况，乘客应遵守客舱秩序。听从机组安排，积极配合机组开展应对措施。

In case of emergencies such as unlawful interference, the passengers shall observe the orders in the cabin, follow the instructions from the flight crew and cooperate with the flight crew in taking countermeasures.
