摘 要
《广西北部湾经济区发展规划》的批复实施，标志着广西北部湾经济区正式上升为国家战略。《规划》中明确提出要将广西北部湾经济区建设成为成为带动、支撑西部大开发的战略高地和开放度高、辐射力强、经济繁荣、社会和谐、生态良好的重要国际区域经济合作区。“三基地一中心”
即物流基地、商贸基地、加工制造基地和信息交流中心作为经济区重要产业功能定位，是北部湾经济区经济发展与率先崛起的核心，是构建和形成广西及西部经济新增长极和新高地的重要基础。经济区的“三基地一中心”的产业功能定位的实现与否，决定着经济区建设成败。
本文采用发展经济学、区域经济学以及产业经济学的相关理论，简单分析了发展中地区在发展过程所面临的主要问题及其相关措施。在此框架下，本文综合运用发展经济学、区域经济学和产业经济学相关理论对广西北部湾经济区这一落后区域产业发展内外部环境因素做了整体分析，简单论述了“三基地一中心”之间相互关系，并结合经济区相关统计数据指出了实现“三基地一中心”整体产业功能定位和物流基地、商贸基地、加工制造业基地及信息交流中心所存在的主要问题和限制因素。
最后，针对上述存在的问题，本文根据发展经济学、区域经济学和产业经济学相关理论提出了实现“三基地一中心”这一产业功能定位的实现对策。在“三基地一中心”建设过程中，必须抓好“三基地一中心”整体规划以及相关专项规划，解决好“三基地一中心”整体推进过程中所存在土地、资金等方面瓶颈问题，协调好物流基地、商贸基地、加工制造基地和信息交流中心开发时序问题。同时，针对物流基地、商贸基地、加工制造基地和信息交流中心各自构建存在的问题提出了相关对策和建议。

THE STUDY OF COUNTERMEASURES FOR GUANGXI
BEIBU-GULF ZONE INDUSTRIAL FUNCTION ORIENTATION
ABSTRACT
With the
"Guidelines Regarding Development of the Guangxi Beibu-Gulf
Economic Zone" (GBGEZ) being approved that Guangxi
Beibu-Gulf Economic Zone had been formally incorporated into
national development strategies. The version of GBGEZ is to become
the logistics base, business base, processing and manufacturing
base and information exchange center (i.e “three bases and one
centre”) for China-ASEAN cooperation, and serve as the engine
of West Development of china and an important iternational economic
cooperative zone. As the
key of building the new economic growth pole and the important
foundation in Guangxi&Western area of the BGEZ, the
industrial function orientation of “three bases and one centre”
which realize it or not determines the future of BGEZ.
In this
paper, the theories of development economics, regional economics
and industry economics were used to analyze the major problems and
related measures in the progress of the developing regions. In this
framework, systematically analyzed the internal and external
environmental factors in BGEZ, which is a backward area in Guangxi
province, by using these theories and disused the
interrelationships of “three bases and one center”. Combined with
the statistical data analysis from the economic area, it was
indicated the main problems and constraints of the realization of
the overall function of industry and logistics base, business base,
processing and manufacturing base and information exchange center
in “three bases and one center”.
Finally,
for the above-mentioned problems, the countermeasures for the
“three bases and one centre” have been adviced by the above related
theroies. In the process of buiding “three bases
and one centre”, the overall planning and related special planning
should be paied adequate attention, and solve the bottlenecks in
the system of promotion process ,for example, land and capital
problems, and coordinate the relationships of logistics base,
business base, processing and manufacturing base and information
exchange center and the timing issue in the clearing-house
development. At the same time, for the related problems of
logistics base, business base, processing and manufacturing base
and information exchange center were adviced respectively.
