在广西都安与邮储银行和农信社座谈,纪要如下(直接用英文写的)。感觉农信社和邮储的服务是产品导向型,根据现有产品找客户,而不是根据客户需要设计产品。不过,他们毕竟在做小额信贷,还是有希望的。都安有农户12万,信用社客户只有2.3万,邮储只有500个客户。市场空间很大,但他们认为农民外出打工,金融需求不足。外出打工农户真的没有金融需求吗?需要到城里做个调查。

 

Minutes of Meeting with Post Saving Bank and RCC

Mr. Bai introduced the purpose of the meeting and the plan of ASA Minfu MCC. Then, the two agency introduced their business.

 

PSB:

They start the microcredit business since 2008. The total loan portfolio is 28 million, active client is 500 households. PAR<1%. 60% of business is in rural area. Average client/loan officer is 200. Interest rate is 1.2% per month. They already get profit from the business.

Products:

1.       commercial loan: require guarantee, loan size is about 50,000 yuan to 100,000 yuan.

2.       group loan: 3-5 household group, without guarantee, loan size leass than 50,000yuan

Repayment:

1.       12 installment

2.       10 month payment of interest and two month principle and interest repayment.

Access to the rural: they don’t have branch in the township but take use township Post Office as their agent. All the clients will be visited by the loan officer from the county before signing the contract. Loan delivering and repayment collection are go through the account book, no cash used.

 

RCC:

They have 157 staffs all over the county. They have 21 branches in 19 towns. Two townships have not their branch (Long Wan and San Zhi Yang). By end of March, total balance on saving account is 1.35 billion yuan, total loan portfolio is 850 million yuan. The biggest loan size is 30 million yuan. The large loans are most used for working capital. They said 90% of their loan is related with rural, agriculture and farmer. They have 23,000 active clients. 50% of client with loan size less than 50,000yuan.

Products:

1.       working capital loan: for SMEs

2.       Guarantee loan: for housing and business

3.       group loan: for farmers

4.       government programs: for women and two children households, get interest subsidies, guaranteed by government

Interests:

1.       The member of RCC: 10% Less than basic rate

2.       non-guarantee loan: 70% more than basic rate

3.       collateral loan: 40% -60% more than basic rate

Repayment: once at the end.

 

Market: PSB feel they can have good future of at least 100 million yuan portfolio. But RCC feel the market is already saturated.

 

Difficulties:

1.       Most young people left home to work in the urban.

2.       High cost

3.       Disaster

4.       market risk

 

Micro-insurance: both PSB and RCC are providing credit insurance to clients as agent of insurance company. They charge 0.4%.
