尊敬的金教授、大六野教授、来自韩国、日本和中国的各位同仁:
非常高兴中国西南交通大学公共管理学院、日本明治大学政治与经济学院、韩国延世大学政商学院的公共管理与公共政策专家在这里举行首届三方研讨会。会议的主题的是亚洲的创新与治理(Governance
and Innovation in Asia)。我有三项倡议:
第一,让“三方论坛”成为有区域性特征和世界性影响的公共管理与政策论坛。亚洲经济总量居世界各洲之首,世界经济增长每年2-3%,亚洲却保持全球最高的发展速度(6%以上)。21世纪是亚洲的世纪已经是个共识。在亚洲,东亚三国(中韩日)举足轻重。同时,亚洲也是社会重构、公共治理、制度转型的重要区域。学术的魅力在于可以超越政治家(或政客们)的短视,通过共同面对的挑战去发现区域公共治理与政策的价值。
第二,让“三方论坛”成为三个国家的三个学校教师和学生互动的窗口。我们与韩国的延世大学已经有了40多位学生和数名教师的交换。我们期待与日本明治大学有交流和合作。交通大学的“交通”不仅仅是“运输”,更是“交而通之”。我们可以有MOU,但更重要的是切实有效的教师和学生的面对面的交流和互动。差异是交流的动力,沟通是交流的成果。我希望有更多的教师和年轻的学生可以在三方活动中受益。
第三,让“三方论坛”成为三个国家的三个学校学术发展的平台。我希望我们的论坛会更加富有成果。将来持续进行的论坛可以在创新与治理主题下每年确定一个专题,比如亚洲金融、区域自治、应急管理、贫困与发展等等,这样会更加聚焦,也应更早确定专题,以便有所积累。每次论坛应该有会议简讯与成果发表,逐渐形成有吸引力和影响力的一个三方论坛。
中国古代有“三国”,韩国古代也有“三国”。我们不搞“三国”,但是三角关系意味着稳定性和多样性。预祝论坛成功,感谢韩国延世大学金教授和他的同事们。

elcome to the 1st
Trilateral Symposium based on collaboration between three
institutions in Northeast Asia: (1) the School of Public
Administration at Southwest Jiaotong University in Chengdu, China;
(2) the School of Political Science and Economics at Meiji
University in Tokyo, Japan; and (3) the College of Government and
Business at Yonsei University, Wonju, Korea.
The Trilateral Symposium
has the aim to expand and improve research and academic exchange on
public administration and public policy in the Northeast Asian
region. Prior to it, a bilateral exchange between two countries had
taken place and such bilateral cooperation paved the way for the
establishment of the Trilateral Symposium among three institutions
in China, Japan, and Korea. This kind of trilateral symposium will
be held by each participating institute on a rotating base.
The main
theme of the 2013 symposium is governance and innovation in Asia
and its sub-theme is the impact of the economic recession on
governance innovation in Asia. After a year-long information
exchange and communication between these three universities, it is
a great starting point to have the 1st inaugural meeting held at
the College of Government and Business at Yonsei University, Wonju
Campus on November 7-9, 2013.
With the
recent rapid developments in the region, the 21st century belongs
to Asia and there is no doubt that the rapid development and
economic success in Asia has already received widespread attention
from all over the world. In the past, people would compare Asia’s
success to the West, but that focus is shifting as people look to
Asia for new ideas and innovation. Instead, Asian countries may now
need to look to neighboring countries and identify unique Asian
characteristics in prescribing more relevant solutions for various
public administration and policy issues in the region. In order to
do so, it is time to cooperate more closely among us and discuss
common issues for regional and global public goods.
I believe that the
Trilateral Symposium can provide great opportunities for
networking, collaboration amongst Northeast Asian institutions, and
the development of scholarly activities that will encourage the
development of new professional relationships in the field of
public administration in Asia and the rest of the world. Many
