德国图书馆与信息协会（BID）主席、不莱梅公共图书馆馆长、不莱梅文学奖基金会理事长、芭芭拉·莉森女士（Barbara Lison）应邀于2009年12月3日上午在中山大学东校区（大学城）行政大楼学术报告厅做题为《变化的社会需要革新的图书馆》（Changing Societies Need Innovative libraries）的学术报告，中山大学资讯管理系图书馆学专业的本科生、博硕士生、教师和中山大学图书馆的馆员约300多人享受了一场学术盛宴。学术报告后，莉森主席与教师、馆员和博士硕士生举行了一个小时的学术座谈，中午资讯管理系和图书馆在大学城在水一舫宴请莉森主席一行，其后欢送莉森主席赴香港图书馆学会演讲。

    莉森主席的学术报告深入浅出，妙趣横生，充满了智慧，令人受益匪浅。

    在讲到公民社会图书馆之作用（The role of libraries for a civil society）时，莉森主席特别提及在信息环境中公民自决的基本权利（The Basic Right of Self-determination in the Information Environment），并及时援引《联合国人权宣言》所言：“Everyone has the right to freedom of opinion and expression_r_r. This right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.”作为佐证。

    莉森主席特别强调“信息环境中的自决权是德国图书馆的基础”（Right of Self-Determination in the Information Environment as Basis for German Libraries）。

    人们时常会问：为什么需要图书馆？莉森主席的回答是，这是《德国宪法》（German Constitution (1949)）第五条（Article 5）的规定( “Freedom of opinion, expression_r_r and information retrival, freedom for art and science. (1) Everyone has the right to freedom of opinion and expression_r_r in speech, writing or image and to retrieve without interference information through any sources which are publicly available. …There is no censorship. (2) These rights can be modified and restricted by general legislation. These rights are restricted by the laws safeguarding the protection of young people and the personal integrity of the individual.”)。仔细想一想吧，国人何时才能做出这样的回答？十年？二十年？五十年？一百年？还是二百年？公民社会——我们的公民意识在哪里？

    特别令斋主感动的是，莉森主席在阐释公民社会图书馆之作用时所讲的一句极其普通的话：“图书馆是为民众而非为图书所设（Library is for people, not for books）”。其寓意之深刻，令斋主回味无穷！这不正是美国总统林肯的名言“（这个）民有、民治、民享的政府不会从地球上消失”（and that government of the people, by the people, for the people, shall not perish from the earth.）的延伸吗？不仅如此，在这个变化万千的数字化网络化时代，“图书馆是为民众而非为图书所设”（Library is for people, not for books）还包涵着十分深刻的哲学意义！仔细品味一下吧，一定收获不小！

    在谈到公共图书馆经费问题时，莉森主席说：许多图书馆馆长总喜欢向政府官员哭穷，告诉政府官员：只要你给多少多少钱，我就可以做多少多少事。这种做法是永远要不到钱的，因为政府官员会认为馆长的说辞不过是一个“思考中的问题”（a thinking issue），没有必要解决。正确的办法是，告诉政府官员图书馆已经做了多少工作，取得了多少成就，如果政府再多给一点钱就可以做得更好。妙吧？德国版的“有为才有位”就这么妙！
