program后我曾经跟两位老师联系过,他们大概给了中图学会,但后面没有新的信息了。看到你今天跟北川的QQ,我想我们是不是能把情况摸清楚,跟这个机构联系一下,主要是为抢救文化遗产而申请?我给那边先写个信,打个招呼。你看呢?”我没有专门去回答师姐的这个问题,一则图书馆家园必须立即开始行动,分身乏术;二则此事以机构团体的角色出面去做比较合适,而我本人不具备条件。三则拿基金会的钱不难,但是写起报告来要命,多少年来我一直为此所累,每年都要写不少的这类报告,现在手头还搁着几份没写,还是忙不过来。但是此事的确是一个好事,值得有关部门去尝试。荷兰“文化紧急响应”计划对中国大地震后文化遗产的保护可能有点兴趣,也许可以从那里申请到资助。现转发荷兰“文化紧急响应”计划Deborah

Dear Mrs Zeng,
First of all I want to express my compassion for you and all the
people who were struck by this devastating earthquake. The effort
the rescue teams are making is unbelievable.
Sjoerd Koopman forwarded your message about the damaged
libraries to me. My name is Deborah Stolk and I’m working for a
special program within the Prince Claus Fund that is called
Cultural Emergency Response.
The Cultural Emergency Response (CER) program of the Fund
provides 'first aid' to cultural heritage that
has been damaged or destroyed by man-made or natural disaster. The
Prince Claus Fund considers culture to be a basic need and
therefore essential for the psychological survival of people in
emergency situations. CER's emergency relief concentrates on
stabilizing the situation, preventing further damage
and implementing basic repairs. Since its
inauguration in 2003, CER has offered emergency relief to cultural
heritage in need in Iraq, Iran, Jamaica, Palestine, Morocco, Sri
Lanka, Indonesia, Lebanon, Afghanistan, Mozambique
and Yemen. For further

Responding to the recent earthquake in China please let us know
if CER can be of any assistance in rescuing objects of cultural
heritage - contemporary or historical, formal or informal - that

this matter.

我把你的帖子转到7902专栏中了,后来就发现你的被删了,我还以为是因为有电话号码不妥。我马上将电话号码删掉了。
我把超平也拉进来,这封信讨论一下帮北川的事。
二位请看下面的信。人家Cultural Emergency Response基金可能真能资助呢。我提了几条(见下面我昨天的信),根据他们的经验,有些可以对上号:1,建设一个能够防震的图书馆,例如他们在印尼震后所作的,2,对抢救出来的文献做修复和清理工作(工作人员、专家、修复设备和技术),现在正在Lesotho对倒塌后的一个皇宫中的文献进行的工作。她的结论:I think that a proposal from the Beichuan library would be eligible for CER support: a proposal could contain the salvaging of the documents, the restoration of the documents and maybe also the building of a new library building to store these documents.
我想如果能写个好的proposal,有具体落实人,这笔钱是很保险能拿到北川的。
现在一是需要中间联系人的问题,二是要写个规划proposal。你愿不愿意做这个事?我可以帮一臂之力,但是我人不在国内,很难做事。国际基金很注意钱的落实问题,所以要有本地图书馆参与落实。
北川那边的馆长可能要你的帮助才能写个规划吧。他们如果是受省馆管,你看是不是应该跟省馆商量?现在关键是要个能说英语流利的、能及时回信的人。
你如果主要关注不在这里,也不要紧,我再找其他人,你们看呢?

Thank you so much for this information. Of course the rescuing of people and preventing disease outbreaks are more important so your late response is totally understood.
Thinking about other projects I've done in the past I remember we once help to build a library to safely preserve documents that were damaged in an earthquake in Indonesia.. Also we are now running a project in Lesotho to restore archive materials that came from an old palace that had collapsed. I think that a proposal from the Beichuan library would be eligible for CER support: a proposal could contain the salvaging of the documents, the restoration of the documents and maybe also the building of a new library building to store these documents.
Do you think you can bring me into contact with the director of the Beichuan Library to discuss these options for funding? Or maybe we can mediate through you if you would like that? Please let me know what you think about the possibilities to derive a proposal for the library and thank you again for this information.

曾蕾师姐:我现在背负着哈佛大学那边的书债,书稿必须在今年10月前出版,我在那边的报告等都已经排定,不能失信于人,现在苦不堪言。所以,我没有办法立即回答你我能不能做这件事。本月我会去四川,等我到灾区去了解一下具体情况,并且与当地的同仁们具体谈谈今后的工作以后,也许我可以给你一个明确的答复。当然,如果你现在能够找到一个更合适的人就好了。另外,新浪就是那个德性,别怕它!我们又没有干什么违法乱纪的事,它总是神经过敏,如果你能寄几盒新出产的抗过敏药给新浪们吃几片,也许会有所缓解。谢谢你一直牵挂着灾区的图书馆!敬佩中!焕文拜复
