从2013年十八届三中全会明确提出“积极发展混合所有制经济”至今，混改一直是新一轮国企改革中的难点和焦点所在。2017年被认为是国改落地的关键一年，国企混改或成为贯穿全年的重要主题，呈现出全面提速的态势。我们认为：混改将成国企改革的“最强风口”。
