Abstract:
Since the Ministry of Education issued
the Educational Informatization 2.0 Action
Plan (hereinafter referred to as “Action
Plan”) on April 13, 2018, many experts and
scholars have interpreted it in various ways. These interpretations
have different perspectives but common features as well. From the
perspective of teacher professional development, this paper puts
forward some suggestions on how to correctly and profoundly
interpret the “Action
Plan” for teachers in vocational colleges:
first, to clarify the historical background and practical needs of
the “Action Plan”, so as to understand why the action plan is
issued at this time; second, to understand the four generations of
Party and state leaders' forward-looking discourse on
informatization to clarify the development of China's
informatization strategies; third, to read the major policy
documents related to educational informatization issued by China in
the past two decades before and after the “Action Plan”, to clarify
the development of educational informatization in China; fourth, to
read through the text of the "Action Plan" to clarify its
basic content framework; fifth, the literature interpretation of
educational informatization 2.0 and the “Action Plan” by scholars
and experts should be deeply conducted; sixth, to read the text of
the “Action Plan” repeatedly, sort out the key words, comparing
with leaders' discourses, other major policy documents, and the
interpretation of experts and scholars; seventh, relating to
oneself to find the right starting point, and develop an action
plan that suits oneself; eighth, to implement the action plan to
act as the practitioner of Educational
Informatization 2.0.
