In the 14th Guangzhou Convention of Overseas Chinese Scholar in
Science and Technology (OCS) recently held in Guangzhou, Li
Yuanchao and Wang Yang, both are members of Politburo of the CPC
Central Committee in China, sent sincerely welcome signal to the
world and invite top foreign talents from the world to work in
China. Guangzhou OCS has been a large scale of communication and
exchange platform for China to attract high-level overseas talents.
In the past 10 years, over 300,000 foreign experts chose to work in
China. Many of them are from international high-level research
institutions, multinational enterprises and have achieved world
awards because of their academic contribution. Over hundreds of
foreign experts from the US, Great Britain, Russia, Japan, Ukraine
and etc participated in the Guangzhou OCS this year.
The High-level Foreign Talents Roundtable was held
after the Opening Ceremony of Guangzhou OCS. Member of the
Politburo of the CPC Central Committee, Secretary of the
Secretariat of the CPC Central Committee and Minister of the
Organization Department of the CPC Central Committee Li Yuanchao
announced that Chinese government plans to launch the "Foreign
Experts Thousands Talents Program", a program aimed at non-Chinese

the "Thousands Talents Program", foreign experts have the advanced
benefit including government support, prioritized accommodation,
business opportunities, research funding support and so on. On
behalf of Guangdong Provincial Government, Member of the Politburo
of the CPC Central Committee and Secretary of Guangdong Provincial
Party Committee Wang Yang gave all high-level foreign experts a
warm welcome. Wang said that Guangdong provincial government will
improve the "One Stop" service specialized for high-level talents
and continue working on introducing more foreign experts to work in
Guangdong province.
Director General of Center for China and Globalization (CCG) Dr.
Huiyao Wang also attended the Opening Ceremony of the 14th
Guangzhou OCS as well as the High-level Foreign Talents Roundtable.
CCG also recommended ten high-level foreign experts to be invited
to attend this seminar with Li Yuanchao and Wang Yang.
CCG Held the 2011 China Global Talents Conference
During the OCS, CCG also held The 2011 China Global Talents
Conference successfully on 19th December, 2011 in Guangzhou, China.
Hundreds of experts, scholars and overseas returnees from more than
ten countries and regions have submitted around 40 academic papers
to the conference committee. This conference aims to promote the
exchanges among global talents and discuss the topic of global
talent and the development of overseas high-level talents in China
as well as corresponding human resource policies.
Sponsored by OCS, this international conference is organized by
CCG and supported by Overseas Experts Advisory Committee of State
Council Overseas Chinese Affairs Office of, Returned Overseas
Students and Experts Service Center of Ministry of Human Resources
and Social Security of the P.R.C., Center on China Transnational
Relations Research of Hong Kong University of Science and
Technology, Center for Innovation and Entrepreneurship of Guanghua
Management School of Peking University and Overseas Chinese
Research Institute of Zhongshan University.
The Conference Opening was chaired by Dr. Huiyao Wang, Director
General of Center for China and Globalization and Vice Chair of
China Western Returned Scholars Association. Mr. Decun Zhan,
Director of Committee Office of Guangzhou Convention of Overseas
Chinese Scholars in Science and Technology, Mr. Dong Zhang, Talent
Division Deputy Director of Organization Department of the CPC
Central Committee, Mme. Jianqing Zhang, Director of Overseas
Chinese Affairs Office of State Council and Mr. Wenfeng Xia,
Director of Overseas Returned Scholars Service Center of Ministry
of Human Resources and Social Security provided opening remarks.
Mr. Zhan commented the importance of this conference to introducing
high-level talents and governments need the recommendations to
improve talents affairs. Mr. Dong Zhang said China has been
actively undertaking opportunities and challenges resulting from
talents globalization, and observed numerous excellent talents.
Influenced by the Thousands Talents Program, China has already
introduced about 1,600 talents and obtained many talents success.
Mme. Zhang from the Overseas Chinese Affairs Office of State
Council highly praised the importance of this conference and said
that it would enhance the understanding about talents development
strategies and policies through this conference. Mr. Xia also
highly praised that this conference gathers world top scholars and
overseas talents and can help exchanges and cooperation among world
scholars.

CCG Director General Dr. Huiyao Wang stressed that
global talent movement and development has become a new trend and a
new research topic. According to the United Nations, there are over
200 million people who are not working in the countries they were
born. China has given a great attention to the development of
global talents. In year 2010, Chinese government set up the
National Medium- and Long-term Talent Development Plan to ensure
the blueprint of talent development strategies. Since the
"Thousands Talents Program" issued by the central government in
2008, the central and local governments have continuously approved
new policies to attract talented persons, which have promoted and
facilitated talents returning to homeland. |
In addition, a series of new innovative policies focus on global
talents issued this year, such as "Youth Thousands Talents Program"
and "Foreign Experts Thousands Talents Program", have also brought
worldwide attention.
This conference discusses issues relating to talent development
in globalization era; the global talent movement, development and
trends; China's global talent and returnee entrepreneurs
development in China; migration policy and the experience of other
countries in attracting and retaining the talents; and new culture,
new talent and their roles on innovation and globalization for
China and so on through Keynote Speech and Panel Discussions.
