针对2009年入冬以来朝阳区各大艺术区面临的突发性腾退拆迁困局，艺术家与开发商之间因强拆而产生的诸多问题，以及各艺术区和艺术家生态壁垒客观现状而诞生的“暖冬艺术计划”，在先后于创意正阳、008和将府艺术区举办了三站活动以后，产生了积极有益的影响和良性的效应。2010年2月3日，“暖冬艺术计划”第四站东营艺术区活动以现场行为与集体假面城市漫游的形式如期展开，遗憾的是，在新近国务院“新拆迁条例”明确规定建设单位、受委托实施拆迁的单位不得采取中断供水、供热、供气、供电等方式或者以暴力、胁迫以及其他非法手段实施拆迁的前提下，就在“暖冬”活动当天正午几十人的突击拆迁队和大型拆迁车开进了毗邻的正阳艺术区实施强拆，活动结束后的当天晚间，东营艺术区突击拆迁队连夜将园区大部分建筑夷为平地。

在这次因朝阳多个艺术群落相继被拆迁而发起的“暖冬艺术计划”，针对当前“拆迁”过程中发生的诸多问题和弊端，旨在通过艺术活动的形式，表达艺术家对社会问题的独特视角与思考。“暖冬艺术计划”的诉求和价值，不仅是因为居住其间的艺术工作者合法权益受到肆无忌惮的侵犯，更是一种具有公共诉求意义的文化行动。从公共价值层面质疑强行拆迁以及开发商在拆迁行为中表现出来的忽视个体生命生存环境、剥夺基本生存条件的暴行。多艺术群落在隆冬季节发生被强行停电停暖停水等切断基本生存资源的非人道待遇，用这样近乎残暴的方式达到拆迁的目的，丧失了基本的良知和对生命价值的尊重。“暖冬”是一次公共诉求的行为，是艺术家群体集体展开的一次文化行动。
