Preamble:
The United
Nations Volunteers (UNV) programme is the UN organization that
promotes volunteerism to support peace and development worldwide.
Volunteerism can transform the pace and nature of development and
it benefits both society at large and the individual
volunteer. UNV contributes to
peace and development by advocating for volunteerism globally,
encouraging partners to integrate volunteerism into development
programming, and mobilizing volunteers.
In most cultures volunteerism
is deeply embedded in long-established, ancient traditions of
sharing and support within the communities. In this context, UN
Volunteers take part in various forms of volunteerism and play a
role in development and peace together with co-workers, host
agencies and local communities.
In all assignments, UN
Volunteers promote volunteerism through their action and conduct.
Engaging in volunteer activity can effectively and positively
enrich their understanding of local and social realities, as well
as create a bridge between themselves and the people in their host
community. This will make the time they spend as UN Volunteers even
more rewarding and productive.

Project
Description:
UNFPA supported Dr. Fang
Gang, a member of the Secretary-General’s Network of Men
Leaders of UNiTE
campaign, to establish the
China White Ribbon Volunteers Network in early 2013, aimed to
engage more Chinese men and boys to fight against Gender-Based
Violence (GBV). Since its establishment, the Network
has mobilized support from different sectors to work as volunteers
and provide Hotline (4000 110 391) counselling services to those
who have experienced violence, who have perpetrated violence and
those who are inclined to commit acts of violence. Through working
with media, the Network
also campaigned to raise awareness on gender-based violence,
especially on what men can do to prevent and respond to
it. To strengthen
UNFPA’s engagement with civil society to promote male involvement
in addressing GBV and to advocate White Ribbon Campaign in China,
UNFPA continues to support China White Ribbon Volunteers Network as
part of its on-going 7th Country Programme
(CP7).

Context:
UNFPA is an international organization that delivers a world
where every pregnancy is wanted, every birth is safe, and every
young person's potential is fulfilled. Under
the framework of the 7th County Programme
(CP7), UNFPA China Office has been working with government
organizations, research institutions, and civil society to address
priority issues in population and development, sexual and
reproductive health and rights, and gender inequality in China,
including prevention and management of GBV.
With UNFPA support, the China
White Ribbon Volunteers Network (CWRVN) was established in
2013. The Director
of theCWRVN is Dr. Fang Gang,
a member of the UN Secretary-General’s Network of Men Leaders of
UNiTE campaign. Dr. Fang Gang is also the director of the Institute
of Sexuality and Gender Studies (ISGS) of Beijing Forestry
University.
The objectives of the CWRVN
are:
· To promote men and boys’ engagement
to end gender-based violence, by conducting advocacy campaigns,
seminars in communities and schools, and social
activities;
· To carry out counselling to survivors
and victims of GBV, witnesses of violence and violence
perpetrators;
· To conduct research on counselling
techniques and publish papers and books to summarize experiences
and promote knowledge on this subject in China;
· To actively participate in global
movements to eliminate gender-based violence.

11. Description
of Duties:
Under the direct supervision of the
Director of CWRVN, and working closely with UNFPA
Gender team – Deputy Representative and Programme Officer on Gender,
the UN
Volunteer will provide support
in the management, coordination and oversight of the
CWRVN activities and
participate in the outreach conducted by the
CWRVN.
The UN
Volunteer will be
placed in the office of CWRVN, which
is currently located in the Bejing Forestry University. The UNV
will be responsible for the following:
1) Support to programme management
a) Support managing implementation of
activities planned by CWRVN. Key activities in 2014 include:
a. Hotline counseling
services;
b. Website update and
promotion;
c. Production of promotional materials;
d. Organizing the annual
meeting and the volunteers’ capacity building
workshop;
e. A men’s storytelling
and community dialogue project to strengthen social norms that
support healthy masculinities and gender
equality.
b) Oversee the financial management of
activities.
2) Provide capacity building support
to CWRVN, especially related to volunteerism
for GBV prevention
a) Provide hands-on
technical assistance to CWRVN to
facilitate project implementation;
b) Draft reports and review documents produced by CWRVN
for quality insurance;
c) Support development of proposals and work plans to
seek more funding opportunities;
d) Facilitate capacity
building events focused on mobilizing boys and men to prevent
violence, with participation of national volunteers affiliated
with CWRVN;
e) Support coordination and
organization of other national forums/events
for outreach, capacity development and to promote
volunteerism for
GBV prevention;
f) Document lessons learned from CWRVN and synthesize
good practices to use for mobilizing volunteers for GBV
prevention.
3) Serve as liaison
between the UNFPA and CWRVN
a) Ensure continuous communications between
UNFPA and CWRVN
b) Report on a regular
basis on the management of programme
activities
c) Identify and report to
UNFPA on the bottlenecks and potential issues related to
the development
of CWRVN;
d) Keep other
relevant partners and international agencies, such as White Ribbon
Compaign, Global MenEngage Allicance, etc. informed
of key achievements
and progress.
4) Support awareness raising
of White Ribbon Campaign and outreach of the
CWRVN
a) Undertake outreach with local partners - government,
civil society, including local volunteer organizations, youth
organizations and private sector for broad participation in and
ownership of programme activities for volunteerism and violence
prevention;
b) Support expansion of
CWRVN and
maintain a vibrant network of volunteers;
c) Coordinate and provide support to
affiliated volunteers, outreach and support to various CSO
networks, support to development initiatives focused on the
enhancing volunteerism for gender-based violence
prevention.
Furthermore, UN Volunteers
are encouraged
to:
· Strengthen their knowledge and
understanding of the concept of volunteerism by reading
relevant UNV and external
publications and take active part in UNV activities (for
instance in events that mark IVD);
· Be acquainted with and build on
traditional and/or local forms of volunteerism in the host
country;
· Reflect on the type and quality of
voluntary action that they are undertaking, including participation
in ongoing reflection activities;
· Contribute articles/write-ups on
field experiences and submit them for UNV publications/websites,
newsletters, press releases, etc.;
· Assist with the UNV Buddy Programme
for newly-arrived UN Volunteers;
· Promote or advise local groups in the
use of online volunteering, or encourage relevant local individuals
and organizations to use the UNV Online
Volunteering service whenever technically
12. Results/Expected
Output:
· All activities
implemented with good quality
· Capacity of CWRVN
strengthened, including for outreach and
expansion
· Volunteers mobilized
across the country to
support the roles and responsibilities of boys and men in
gender-based violence prevention
· A vibrant network of
volunteers established,
including a strategy to guarantee its
sustainability;
· Partnership among CWRVN,
UNFPA and the international community
strengthened;
· A final statement of achievements towards volunteerism
for development during the assignment, such as reporting on the
number of volunteers mobilized, activities participated in and
capacities developed.
13. Qualifications/Requirements:
Bachelor or Postgraduate
degree in a
related field such as sociology, social work, gender
studies, international
developmentand social
science with substantial
experience in gender and violence
prevention
At least 2 years
of related programme experience in volunteerism and/or outreach and
capacity development
Language
skills: fluency
in spoken and written Mandarin and English;
Knowledge of gender-based violence and
its prevention, including working with boys and men for violence
prevention, is preferred;
Must be a Chinese national (includes
Hong Kong and Macao permanent residents);
Previous experience with
volunteerism for development is a strong asset..

internet software) including preparing presentations and ability to
work with databases;

15. Living
Conditions:
China is characterized by a
continental climate. The latitude spans nearly 50
degrees. Due to its
size, the climate of China varies
greatly. The
northern zone (containing Beijing) has summer daytime temperature
of more than 30°C (85°F) and winter of Arctic
severity. The central
zone (containing Shanghai) has a temperate continental climate with
very hot summer and cold
winters. The
southern zone (containing Guangzhou) has a subtropical climate with
very hot summers and mild winters.
Beijing is a modern city with
relatively high-quality public infrastructure and services. It is
the foremost political and cultural metropolis in China. The city
has excellent health services available.
In Beijing, buses
and subways are the most common form of mass transportation at a
low price. Taxis are
reliable and widely available. All official taxis have meters in
them. Domestic
and regional travel by planes and trains are very common and
popular in China. Domestic and international plane tickets can be
booked online (www.ctrip.com and www.elong.com). Train
tickets can be purchased in advance in any local ticket office and
train stations.
In general, prices of
apartments in central locations are high (USD$800 minimum) relative
to other regions in China but quality is good and
spacious. Most things
are available in China particularly in the big
cities. Beijing is
well served with many shopping malls, large supermarket chains and
international brands.
16. Conditions
of Service
National UN
Volunteers receive a standard volunteer living allowance (VLA),
which is intended to cover their accommodation and basic living
expenses. In China the VLA is 3,900 RMB per month. National UN
Volunteers are entitled to an excellent health, life and disability
insurance package. A modest Settling-in Grant and end-of-assignment
allowance will also be provided, along with travel to and from the
duty station. UN Volunteers are entitled to 2.5 days personal leave
per month and official government holidays.
