印度运营商抛出48亿美元订单 中兴参与竞标

吓了一跳,印度手机话费竟然低至0.16元/分。做完这篇稿子,又多检索了印度的相关资料,除了熟悉的IT软件业,印度在油气领域的步伐也在加快。

资本市场,中国还要多向印度学习。

  导读:3月号美国《红鲱鱼》杂志记述了印度运营商BSNL的GSM工程公开招标的情况,该公司也是印度最大的国有电信企业。中兴通讯已经在印度与BSNL组建合资公司,生产CDMA乡村电话线路及终端,并将竞标这项网络工程,分享48亿美元的订单。

  与中国热衷于利用3G发展的时机推进中国标准不同,印度的电信网络建设是以基本服务为基础的。

  同时,文中也提到,印度目前的移动通讯资费已经下降到每分钟2美分(合0.16人民币元)。印度电信企业的低资费促进了用户增长,这主要得益于政府在10年前打破了由两家国有公司主导的垄断局面,印度已经成为世界上竞争最激烈的电信市场之一。目前电信运营企业中已经有10余家私营公司。

  印度国有电信运营商Bharat Sanchar Nigam(BSNL)在周二(3月21日)发出标书,该公司将寻找伙伴合作建设容量达6,350万线的移动网络,估计总价值达48亿美元。这是印度市场对移动电话强劲需求的标志。

中兴通讯参与竞标

  分析人士指出,这也是世界最大一笔GSM网络订单,该移动通信标准也为欧洲和亚洲所广泛采用。其中4,550万线将交由国际设备商,要在未来3年内投入使用,剩余1,800万线则为国有电信设备制造商ITI所保留。

  投标者被期望是全球性的设备供应商,如爱立信、中兴、西门子、摩托罗拉、朗讯、阿尔卡特、诺基亚、Elcoteq等等,估计最终交易涉及金额可达25-48亿美元。这项工程不会只有单一的赢家,标书同时规定了一些前提条件,公司在过去两年间,年收入必须至少达到18亿美元方可有竞标资格。

  此外,投标者须保证所提供的设备同时支持2G和3G网络,比如兼顾GSM和UMTS。而且至少30%的设备要求在印度本土制造。投标分为两个阶段,最初的1,750万线被允许完全进口,剩余2,800万线要在竞标者在印度开始生产运作后方可供货。

  “这项工程结束后,将100%覆盖印度有人居住的地区”。BSNL财务总监S.D. Saxena如是说,“而且你会发现在丛林或者洞穴中都有信号覆盖。这是一项极具挑战性的任务,我们甚至将在没有电力与道路的地带展开网络建设。”

  爆炸性的移动电话市场需求

  BSNL董事会主席A.K. Sinha指出:“将近一半的新设备将被用于农村地区,我们期望每年能够增加2,000万用户”。这家运营商目前已经拥有610万GSM用户,与Bharti Tele-Ventures和Reliance Communications Ventures这些私营公司处于竞争态势。

India Plans Biggest Cell Order

State-owned phone company seeks bids for 63.5 million lines, worth up to $4 billion.

In a sign of India’s surging demand for cell phones, the country’s state-owned telephone operator Bharat Sanchar Nigam on Thursday requested bids to help it set up 63.5 million mobile lines in a deal estimated to be worth up to $4.8 billion.

Analysts said it’s the world’s single largest request for proposal involving lines involving the GSM, the mobile standard most commonly used in Europe and Asia. Of the lines, some 45.5 will available for global suppliers in the next three years, while 18 million are reserved for state-run telecommunications gear maker ITI.

The bidders are expected to include a who’s who of global telecommunications equipment vendors: Ericsson, ZTE, Siemens, Motorola, Lucent, Alcatel, Nokia Networks, Elcoteq, and perhaps more. Analysts estimate the deal to be worth between $2.5 billion to $4.8 billion.

There will be no single winner, and there are certain pre-conditions for bidding. Companies must have posted at least $1.8 billion in revenue for each of the last two years to be eligible to bid.

In addition, bidders must guarantee that the equipment will support both 2G and 3G (second and third generation) mobile environments, such as GSM (global system for mobile communications) and UMTS (universal mobile telecommunications service). At least 30 percent of the equipment will be locally manufactured.

The two-stage tender will allow equipment for the first lot of 17.5 million lines to be imported as completely built units, or in partially knocked-down or completely knocked-down condition. Supplies for the rest of the 28 million lines will be made only after the bidder starts manufacturing the equipment in India.

“By the end of this project, 100 percent of habitable India will be covered,” said S.D. Saxena, director of finance at BSNL. “You go to jungles and caves and you'll have coverage. It is a very, very challenging task. We’re going into areas where there is no electricity and, in some cases, no roads.”

Explosive Cell Phone Demand

India’s mobile phone revolution is seeing over 4 million new users sign up each month as call rates have plummeted to a $0.02 per minute. There were 85.4 million mobile phone subscribers in India at the end of February 2006.

BSNL Chairman A.K. Sinha said nearly half the new equipment was earmarked for rural areas. “We’re looking to add 20 million users a year,” he added. The operator currently services 6.1 million GSM users, competing with larger private sector rivals such as Bharti Tele-Ventures and Reliance Communications Ventures.

Manufacturing is bound to receive a boost in India. Companies like Ericsson, Nokia, Elcoteq, and ZTE have already set up manufacturing plants for phones in India, while equipment suppliers like Alcatel are manufacturing networking gear.

Prashant Singhal, head of the telecommunications practice at the consultancy Ernst & Young, said he expects about $1 billion worth of domestic manufacturing from the contract. “It is going to boost local manufacturing,” he said.

The early movers in Indian manufacturing are bound to benefit. Finland’s Elcoteq is already in talks with major bidders for contract manufacturing of the 30 percent that BSNL wants manufactured locally.
