白哈巴被称为"西北第一村"，是中国最靠近哈萨克斯坦的一个边境小镇。它位于中国版图最西北角哈巴河县境内，距县城117公里，东距喀纳斯湖31公里，北距那仁草原33公里。

　　白哈巴村分蒙古族的支系图瓦人居住区、哈萨克族居住区和边防站三部分。是新疆阿勒泰地区图瓦人最集中的一个村子，是保存最完整的图瓦人居住的村落，具有浓郁的图瓦人风情。
