Looking For "The Second Daqing"

Almost half a century ago, China had an oil campaign to drop the title of "a country without oil". With the development of significant Daqing oil field, in 1965, China stopped depending on imported oil for the first time. In 1965, the output of oil in China was only 11.31 million tons, which equals 2 weeks' oil consumption in 2005.

In 2003, for the first time, the output of Daqing oil field descend to less than 50,000 tons. The output of Daqing in 2005 was 44.95 million tons. For China, one Daqing is not enough.

In 1993, China became an oil-importing country. In 2004, China producted 175 million tons of oil and imported 120 million tons. The imported part is over 45%. According to the statistics from China Customs, in the first 11 months of 2005, China already imported over 130 million tons, which was a new record.

Mr. Wang Tao, the former Minister of Oil, used to hope that China could keep the imported part under 25%. However, if you take a look at the thousands of cars on the 3rd ring road of Beijing, everybody will understand that "The Age of Daqing" has gone.

China never stops looking for a new Daqing. Xinjiang is one of the candidates. With years of effort, in 2005, the output of Xinjiang was 24.1 million tons, which was too far from Daqing. Although the output of Xinjiang will reach 37 million tons in 2010, it's still not enough for China market.

Zeng Xingqiu, a rocksy of Sino Pec, told Caijing that there is a tiny possibility to find out a 2nd Daqing in China. The better possibility is to find out several "small and rich" oil fields with output at 10 million or million tons level.

China's South Sea is another hopeful option. However, the international considerations show that China hasn't been capable and doesn't have relevant technologies to develop South Sea.

In the next few years, the increasing capability of China's oil output is quite limited. In the next 15 years, China's annual oil output will be around 180 million to 200 million tons. China's industry develops so fast. International Energy Agency even predicted that by 2030, China's oil importing need would be same like today's USA's oil importing need, which would be around 600 million tons. In the future, it will be China's oil companies' task to look for oil abroad.
