颍上是一座千年古县城，分为老城与新区，新区位于老城区迎宾大道以北，总面积为13平方公里，布局结构为“一心一环两轴三片”。“一心”即政务中心，“一环”即环城市中心区景观水系，“两轴”即解放北路商业景观轴和颍阳路行政办公轴;“三片”即北片、西片、南片三片居住区。新区内主要有县级政务中心，行政服务中心，群众影剧院，文化体育中心，客运中心，县医院新区，一中新校区及五中，群众文化休闲广场，城市金融、贸易、商业、餐饮服务中心，以及国投新集集团后勤服务基地等大型居住区，并配套建设公园及环城市中心M水系景观，形成了一个集行政、文化、教育、商贸、休闲等活动为一体的新城区,被评为“安徽人居环境范例奖”。

　　M水系是城北新区水系工程建设的重要组成部分，为河道景观绿地，全长5.9公里，平均宽约120米，节点处宽可达200米，面积约72万平方米，种植各类花木40余万株，并完善配套环水系的道路、排水系统，是集防洪、休闲、景观为一体，以“绿色、休闲、健身”为特色的生态园林，具有构建城北新区绿化骨架、满足城北新区防洪排涝、沟通老城区水系及满足农业灌溉等多重功能要求。城北新区水系构建出了具有滨河景观绿地特征、水系丰富、绿意盎然的绿色休闲通道，大大提高了城北新区的居住品质，为城北新区居民的工作、生活、休闲提供一个舒适的环境，已成为采风、摄影、婚纱拍照、垂钓及休闲娱乐的理想之处。
