Rules on control of terrorism financing requiring banks to report any suspicious transactions to the financial authorities were released with immediate effect yesterday.
Any deal suspected of being related to terrorism shall be
reported within 10 days to the China Anti-Money Laundering
Monitoring and Analysis Center, the special arm of the central bank
for fighting money laundering.
Reports related to terrorist organizations and activists listed by Chinese organizations and the United Nations Security Council shall be made regardless of the amount of money or value of assets, the People's Bank of China said on its website.
Financial institutions face penalties if they fail to follow the rules. They could have their business suspended or license revoked.
Ma Kai, minister of the National development and reform commission told a news briefing that it is too early, too abrupt and too blunt for international community to impose the emission caps on China, whose historic and per capita emissions are much lower than developing country.
According to the World Resource Institute, China's carbon dioxide from fossil fuel combustion accounted for only 9.33 percent of the world total from 1950 to 2002, says 62-paper action plan.
International Energy Agency statistics also show that, in 2004, China's per capita CO2 emission from fossil fuel is 3.65 tons, or 87 percent of the world average, it adds.

立好以后，这个分区中的内容就不应该变化，也绝不需要增长。目的是把这个
文件系统与其他文件系统隔离开来，防止影响核心操作
/usr 这个分区用来保存系统软件，比如用户工具程序、编译器、 X-Windows等等。
因为今后可能需要我们为这些系统软件找一个更大的“家” ，所以现在就把它
放在一个单独的分区里
/var 用来保存变化很大的文件—通常包括队列子目录（电子邮件、打印
等等）和日志文件。这个分区令人担心的情况是：外部活动可能会使其内容增
长到分配给它的空间以外去。举例来说， We b服务器上的日志文件就可能增长
得很快，让你不好控制。为了防止这些文件散布到系统的其他部分，把这个分
区独立出去是明智的（网络上有一种攻击类型其原理是这样的：在被攻击方的
服务器上人为地制造出数量巨大的活动，使得其硬盘被系统日志占满，影响系
统工作的可靠性）
/tmp 类似于/var，/tmp中的文件也有可能消耗大量的
