West Continent  and  India Contest Sites resolutions 2016 

1. West Continent Resolutions:

       (a) Part of Asia Rules:

               The score of each WC site is calculated as the sum of following two items:

               65 % of the 2015 Asia Regional contest site score,

               and  35% of the 2015 WF average of the problems solved by each site or country.

         (b) Special Slot for hosting countries:

               If there were host universities hosting the Asia Regionals in the same country, 

              and  if there was never a team qualified to advance to WF for the last three
             hosting years, the Asia Director will reserve a slot from the WC WF participation slots and              assigned that slot to the best ranked team from that particular host 
             country if slot is available..
             This special resolution is applicable only if the selected team is ranked 10 or 
              better in any Asia Regional Contests of that same year and there was no team 
              been advanced to WF in the last three years from that country. This special 
              resolution from WC is limited to at most one slot in the same year. Asia Director 
              will make a decision if there are two or more host countries are qualified".

   2. India Contest Sites resolutions  (Version 8/22/2016)

A.   General Rules:

        According to 2016 Asia rules, all Asia teams can participate in any Asia contests, but advancing to WF must from on-site contests of their home sub-regions.

        These resolutions are governed by Asia rules 2016.

        World Final Slots (hereinafter as WF slots) are divided into three categories including Participation Slots, Medal Bonus Slots (also named as metal Medal Slots) and other Bonus Slots, among which the Participation Slots refer to the participation slots that ICPC headquarter allocate to Asia region and then Asia Director allocates to Asia West Continent (WC) India contest sites. Medal Bonus Slots are directly assigned by Asia Director to metal medal universities according to the WF results in the previous year. Other Bonus Slots are secured by Asia Director from ICPC headquarter and are allocated to particular universities in particular sub-regions according to many factors and their contributions to ICPC.

        After Asia Regional contests, ICPC headquarter will allocate Participation Slots and Medal Slots to Asia region. The Asia Director will in turn allocate the respective Participation Slots, and Medal Slots of WC to India contest sites. The order and rules of the allocation in all India sites are as follows:

        Metal medal universities which Medal Slots are specified are those universities who won the medals from the year 2016 WF. These metal medal universities' teams must also receive top 10, including 10, of "WF advancing rankings" in an Asia contest site in the 2016 year.

        India-Final will be allocated at least two slots (if slots are available), and Asia Director may increase the Participation Slots for India-Final depending on circumstance.

        The remaining WF slots which are the slots of Participation Slots subtracting India-Final slots in India contest sites will be allocated to corresponding universities based on their "WF advancing rankings" in all Asia Regional sites in India.

        The remaining Participation Slots of India will be allocated to first teams who are listed on the top of "WF advancing rankings" in all four Asia Regional Contests. The left slots will be given to the run-up of WF advancing rankings in all four Regional contest sites. And so on until the slots exhausted.  (The same university will not advance twice, and neither shall it be replaced by the next university in the same contest site). If the remaining slots are insufficient for teams at the same ranking in WF advancing rankings to allocate, then teams will be ranked according to the On-site contests they registered which have more teams solving at least one problem. The more teams solving at least one problems in a site, the higher the team of that site will be ranked. And so on until the slots exhausted.

 

B.    India-Final Rules:

        Host Institute of India-Final contest bears the same obligations and benefits as other contest hosts.

        India-Finals is an on-site contest.

        Participation of India-Final does not count toward the restrictions of two Asia Regional Contests per year.

        There are about 100 slots available in India-Final Asia Regional Contest. All slots at the India-Final Asia Regional Contest are reserved for the top teams from the other 4 sites of India (Amritapuri, Chennai, Kharagpur and Kolkata). Selection will be done based on their rank in their respective Onsite Contest. However, all interested teams have to complete their registration formalities for India-Final site on or before last date of registration of the India – Final Contest mentioned in its website.

        Teams ranked in a Regional On-site Contests of India and qualified to participate in the India-Final cannot change their team members.

        Host Institute of India-Final may increase contest slots or may decide the number of slots at its discretion and needs to announce the decision on the Host Institute website before the contest.

        In principle, a university can have at most three teams for India-Final. Universities with ranking beyond 5 in Asia Regional sites can have at most two teams for India-Final. Universities with ranking beyond 10 in Asia Regional sites can have at most one team for India-Final.  India-Final host may make necessary adjustment, if needed.

        Host Institute of each contest site can nominate three special teams for India-Final with the approval of RCD of India-Final.

        Non-India WC teams may compete for WF slots in any India contest sites.  However, Non-India team competing for WF slots in India-Final Contest site requires the approval from Hosting Committee of India-Final.

 

C.    Online Preliminary Contest (effective 2017) Rules in India :

·         All 4 sites of India will have separate preliminary online contests and registrations in 2016 as in the past. Individual RCD's have option to combine some preliminary online contest together. 

·       All 4 sites of India will have separate preliminary online registrations in 2017.

But, only One online contest for all 4 sites of India (Amritapuri, Chennai, Kharagpur and Kolkata). A cumulative list of all teams registered for all 4 sites will be prepared for the online contest. An independent rank-list will be generated from the result of this online contest for each site. This rank-list will be used by RCD’s to promote the teams for their respective onsite contests.
